Abstract
The Philippine National Police (PNP) is the law enforcement agency responsible for maintaining peace and order and ensuring public safety in the Philippines. The PNP found itself in a disheartening position as it was ranked as the most corrupt institution in the Philippines. In line with this, the PNP initiated the “My Brother’s Keeper Program (MBK)” as part of its internal cleansing efforts. The primary goal of this program is to proactively address issues of police misconduct an to identify and rectify non-compliant PNP personnel, especially those involved in unlawful activities, through a combination of corrective measures and appropriate punitive actions. In this study, the researchers evaluate the internal cleansing program of the PNP known as, “My Brother’s Keeper (MBK)” Program. Particularly in line with Kirkpatrick’s Model criteria in terms of Reaction, Behavior, Learning, and Results. As this study employed a mixed sequential explanatory design, the researchers utilized KII and FGD to gather pertinent data among key informants. This study found that the MBK program serves as an effective tool in providing opportunities for growth, fostering ethical behavior, strengthening community relations, promoting peer support and advancing professionalism among PNP personnel. By investing in the well-being and development of its personnel. The PNP can enhance its effectiveness, credibility, and public trust, leading to safer and more secure communities. Hence, MBK stakeholders positively view the implementation of the program as effective based on the criteria anchored to Kirkpatrick’s Model, particularly in terms of Reaction, Learning, Behavior, and Results. Substantially, the researchers of this study also concluded that several factors hamper the realization of MBK’s full potential. These factors representing the gaps in prom implementation mainly comprise a lack of positive reinforcement and program sustainability, poor scheduling, low participant engagement, lack of leadership engagement, and lac of potential collaborative engagements. In view of the gaps found in implementing the MBK program, the researchers of this study comprehensively suggest reinforcing and efficient monitoring and evaluation system, flexible scheduling and alternative session approach, pricing relevant training too coaches/mentors on creating a positive and impactful learning environment, enhance leadership involvement, and integrate MBK with existing programs.
