Abstract
THE CASE
Introduction
It is as if aspects of human life in in the years 2020 and 2021 have been affected by the COVID-19 pandemic. The global health emergency forced human economic and recreational activities to a screening halt and called all hand-on deck to fight an unseen and deadly virus. The police force of Malolos City was no exception as they were classified as A1 or first responders in the Inter-Agency Task Force protocols. The lockdowns and quarantines forced people indoors for safety and public order. Public consumption of goods and services, except for health-related ones, were almost at an all-time low. It is as if crime incidence is in direct proportionality to public consumption, crime rates during the period was low. Vaccines were created which gave people a safety net against COVID-19 infection which led to lifting of lockdowns and quarantines. People are on the move again and so does crime statistics.
In those two years, population growth still happened, which grew the population of Malolos City to 279,233 in 2022 from 261,189 in the last 2020 census. The additional 18,044 population born needs 9 more policemen, if the ratio of 1:3,535 (October 2022) police to population ration is to be followed, which is ideal for a 3rd class city like Malolos City (Malolos City Police Station, n,d.). The needs of the new 18.044 population is not just limited patrolling of the police I their communities. The needs of the population are compounded as livelihood activities, pursuit of education, enjoyment or recreation, and all other aspects and activities of human existence continue to happen. The role of law enforcement evolved from just law enforcement to expand to other civic duties like disaster response and first responders in health emergency. Since managing police work is strategic balancing of time, motion, and resources, more pressure is exerted on the limited capabilities of the Malolos City Police Station (Malolos CPS) than what meets the eye. Law enforcers need mobility, communication, equipment and crime investigation apparatus at the very least to perform its basic function. As the Malolos CPS marches forward to PNP modernization, it needs information and communication technology equipment and know-how to keep itself abreast with the changing demands and methods of the fast evolving and widening reach of community service-oriented policing (CSOP). Despite all challenges and pressures of serving the big population, the Malolos CPS has to support and execute its role and responsibilities towards other PNP programs like the PNP P.A.T.R.O.L Plan 2030.

The Malolos City is an integral part of the Philippine National Police-Police Regional Office 3 (PNP PRO3) and it has to go with the flow and keep its operation updated and progressively moving forward to attain PNP goals. The intricate web of PNP organizational structure and its position under the Department of Interior and Local Government (DILG) has to be studied further to once and for all identify whether it is advantageous to all parties and how it affects the operational efficiency of the PNP. Considering the layers of bureaucracy that is weighing heavily on the Malolos CPS, what is the best way for the same to optimize efficiency as its level without racking the boat of organizational hierarchy? In the internet age, the Malolos CPS has to adopt technology and social media as a s cheap but efficienxcy roadway of communication does social media bring to transfer information to the public in the most efficient and expedient, not to mention cast-effective way? Weighing this option vis-à-vis other mainstream media platforms needs a lot of thought and comparison of checks and balances, perhaps more than once. Operational efficiency encompasses the broad spectrum of services requiring multiple intelligence and skills. Knowing what they are is just the initial rung on the ladder, devising methodologies and strategies is next and finding answers is goal of this case study.
