PROBLEMS ENCOUNTERED IN ENFORCING LAWS/ ORDINANCES PERTAINING TO COVID-19 PANDEMIC IN SAN CARLOS CITY, PANGASINAN

Abstract
INTRODUCTION
Background of the Study
The year 2020 has been a year of changes and challenges. The world has seen the start of the COVID-19 virus at the beginning of the year. It started as an epidemic in Wuhan, a city in China and spread throughout the world in just a few months that the World Health Organization classified it as a Pandemic has infected millions and killed hundred thousand people worldwide. The pandemic not only created unforeseen challenges for the health sector but also for law enforcement agencies. Police officers and staff are directly involved in the pandemic response thus have higher risks of getting infected. The police officers were one the first groups, aside from the medical team, to called to assist and take emergency measures to protect the population and slow the spread of the virus. The police force is included in the term “front liners.” Actions taken by the police included lockdowns, travel bans, checkpoint and social distancing rules. These actions created additional service demand to the low enforcers. The police officers during this pandemic, were given additional work on top of their regular work of maintaining peace and order in the community.
In the light of the pandemic, the police force must make a lot of adjustments to protect their police officers and staff from the virus while assuring the public safety needs of the community. With pandemic being a new community crisis has left the police force strained and in need of information about the COVID-19 virus and its prevention. The sudden onset of the Pandemic gave rise to the lack of knowledge about the disease and the lack of facilities to prevent its spread. This COVID-19 problem further brought problems to law enforcement. This situation prompted the researcher to conduct a study on the problems encountered by police officers in enforcing the laws and ordinances related to COVID-19 Pandemic.
President Rodrigo Duterte on March 9, 2020 released a proclamation declaring a state of public health emergency throughout the country amid the worsening novel coronavirus (COVID-19) scare. Proclamation No. 922 mobilizes both governmental and non-governmental agencies to respond to the looming COVID-19 threat. With the declaration, the Department of Health (DOH) may call upon the Philippine National Police (PNP) and other law enforcement agencies to provide assistance in addressing the threat of the virus.
