RETOOLED COMMUNITY SUPPORT PROGRAM IN GEOGRAPHICALLY ISOLATED AND DISADVANTAGED AREAS OF BATANGAS

Abstract
Introduction
In today's modern civilization, armed conflict should have no place in our society. Conflicts regarding ideologies, beliefs, politics and other issues should be settled in a most diplomatic and civilized manner to avoid any loss of precious peoples' lives by resorting to armed conflict. Our beloved country is still under the threat of half-century- long Communist Terrorist Group (CTG) that affecting our internal peace where its members conduct extortions, ambuscades against government troops and civilians, arsons, and other types of atrocities to create fear and claim the lives of many precious lives of Filipino with the prime objective of overthrowing our current Government and turn it into a Communist government and society by their political and armed struggle.
That is why. President Rodrigo Roa Duterte issued Executive Order No. 70 last 04 December 2018 entitled "Institutionalizing the Whole-of- Nation approach in attaining inclusive and sustainable peace, creating a National Task Force to End Local Communist Armed Conflict, and directing the adoption of a National Peace Framework" (ΕΟ 70).
EO 70 stipulated the need to reframe and refocus government policies to achieve inclusive and sustainable peace by recognizing that local armed conflicts are not only a military concern but also symptomatic of a broader social, economic, and governance challenges manifested by the prevalence of poverty, lack of better life chances, historical injustice, social inequities, and exclusivity.
EO 70 further states the need to establish a Whole-of-Nation Approach (WNA) in addressing the root causes of local armed conflict by prioritizing the delivery of basic government services, social development packages, and construction of needed infrastructures with the end-in-view of ushering inclusive development in the pursuit of country's peace agenda.
The Philippine National Police as one of the front-liners of the Philippine Government in the realization of the programs of NTF- ELCAC is mandated to participate as leading or supporting agency on all the 12 different clusters of ELCAC, namely: 1) Local Government Empowerment; 2) Basic Services; 3) Localized Peace Engagement: 4) E-CLIP and Amnesty Program; 5) Sectoral Unification, Capacity Building Empowerment and Mobilization; 6) International Engagement; 7) Legal Cooperation; 8) Strategic Communication; 9) Poverty Reduction, Livelihood, and Empowerment; 10) Peace, Law Enforcement and Development Support: 11) Infrastructure, Resource Management and Employment; and 12) Situational Awareness and Knowledge Management, presented their accomplishments in institutionalizing the "Whole of Nation Approach" to address the root causes of insurgencies and other armed conflicts through the delivery of various social development services.
One of the active units to support the TF-ELCAC is the Regional Mobile Force Battalion 4A of the Police Regional Office CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) composed of six (6) Maneuver Companies placed strategically on different provinces of the region and one (1) Technical Support Company (TSC). The RMFB4A is primarily mandated to conduct internal security operations (ISO). counter-terrorism, support all Police Provincial Offices with their campaign against criminality and ensure public safety in the region.
The 403rd A Maneuver Company, RMFB4A has the area of operation in Batangas and is responsible to support, collaborate, jointly operate together with the Batangas Police Provincial Office, Armed Forces of the Philippines operating in the province, and other Operational Support Units of the PNP in line with its mandate.
The province of Batarigas was ranked number 9 in all provinces of the Philippines in 2020 based on the posted ranking by the Department of Trade and Industry based on their sum scores of the 4 pillars: Economic Dynamism, Government. Efficiency, Infrastructure, and Resiliency. It shows that Batangas Province is one of the top provinces of our country contributing greatly to the economy is through their agriculture and livestock industries, industrial economic zones, tourism, and others. Yet, beside from the progress and continuous development of the province there were identified eleven (11) Geographically Isolated and Disadvantaged Areas (GIDAS) in the province namely the Barangays of Patugo and Sukol in Balayan, Barangays of Coral ni Lopez and Taklang Anak in Calaca, Barangay Talbayog in Calatagan, Barangay Lumaniag in Lian, Barangay Bulihan, Kaylaway, Looc and Papaya in Nasugbu and lastly Barangay Toong in Tuy of Batangas province. These areas were also the target barangays of the CTGs for recruitment, organization, and mobilization in line with their objectives based on the retrieved subversive documents after the armed encounter between RMFB4A and CTGs in Kalayaan, Laguna.
GIDAs are defined by the Department of Health (DOH) as communities with marginalized populations, physically and socio-economically separated from the mainstream society. It can be due to physical factors such as distance, weather condition, transportation difficulties (island, upland, lowland, landlocked, hard-to-reach, and unserved and underserved communities), or socio-economic factors like high poverty incidence, presence of vulnerable factors or communities in or recovering from the situation of crisis or armed conflict.
These problems with GIDAS recognize that the CTGs may exploit and deceive the people to join their terroristic acts to form another type of government they wanted. The PNP created the Retooled Community Support Program (RCSP) aimed to be the face of the government and perform the mandated task of the PNP in GIDAS.
