Abstract
Introduction
Last April 17, 2013, following a stringent validation process, the members of the Area Clearing Validation Board (ACVB) jointly consisting of the Philippine Army’s 10th Infantry Division, 701st Brigade, the Police Regional Office XI and the Davao Oriental Police Provincial Office, have signed the resolutions declaring the 10 municipalities and 1 city of Davao Oriental insurgency free. Said resolution was challenged by different government agencies and other peace advocates as to how it was done.
The province initiative was known as the Nagkakaisang Lingkod Bayan ng Davao Oriental Outreach Caravan was also recognized by the national government as one of the best practices that can be replicated all over the country. Nagkakaisang Lingkod Bayan ng Davao Oriental Barangay Outreach Caravan is a peace and development program of Provincial Government of Davao Oriental. It aims to reintroduce the government and bring services closer to the people. It is a convergence of all public servicing agencies in Davao Oriental. The program was launched on November 25, 2016 and pilot tested in the remotest barangay in Davao Oriental. With the impressive results and accomplishment of the program.
Last December 4, 2018, president Duterte launched EXECUTIVE ORDER NO 70. Executive ORDER No. 70 was the INSTITUTIONALIZING THE WHOLE-OF-NATION APPROACH IN ATTAINING INCLUSIVE AND SUSTAINABLE PEACE, CREATING A NATIONAL TASK FORCE TO END LOCAL COMMINIST ARMED CONFLICT, AND DIRECTING THE ADOPTION OF A NATIONAL PEACE FRAMEWORK. Presently the institutionalization of the Whole-of-Nation Approach, through the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), is continuously gaining and winning against the CPP-NPA Terrorist.
At present all local government unit adopted the said approach through provincial and municipal resolutions. Hoping with the complemented and unified effort of all government agencies, we can end this armed conflict.
