Abstract
THE CASE
This study seeks to determine the reason behind the recidivism of drug offenders in selected municipalities in the Province of Laguna. Furthermore, it seeks to present the difference between the quantity of seized illegal drugs from habitual offenders during the first arrest and the second arrest. Qualitative research design was utilized by the researchers to gather the necessary data. The researchers conducted series of interviews with the personnel of Provincial Intelligence Unit (PIU), Provincial Investigation and Detective Management Unit (PIDMU) and Station Drug Enforcement Unit (SDEU) of the Laguna Police Provincial Office. Custodial Debriefing reports were also utilized by the researchers to gather essential data. It was concluded that (1) Poverty; (2) Affiliation to the larger drug groups; and (3) Lighter penalty for drug offenders whose seized drugs is in smaller amount are the factors facilitating the recidivism of drug offenders.
