Abstract
Introduction

The birth of KASIMBAYANAN can be traced at Police Regional Office 1. Through the Command Memorandum Circular No. 51-2020, it was the peace and security framework institutionalized by then PBGEN AZURIN during his stint as the Regional Director.

KASIMBAYAN, or Kapulisan, Simahan at Pamayanan, aims to create a good relationship between the community and the PNP organization, where religious leaders bridge the gap between the two through committed delivery of the government service. It is a catalyst project which emanates from the C.O.P. = P. or the Care, Order, and Peace toward Progress.

Prior to the implementation of “KASIMBAYANAN”, PRO1 recorded 19,504 crime incidents. This was significantly reduced to 11,209, or almost 50%.

KASIMBAYAN taps the religious sector to bring about holistic transformation within the PNP organization and the communities it serve. Every police personnel should plant a seed of Malasakit that translate to achieving Kaayusan and Kapayapaan, attaining a parallel direction towards progress or Kaunlaran. This is done by engaging multi-sectoral entities and communities towards nation building.

The PNP, through the aspect of KASIMBAYAN, pursues the active support of the religious sector including volunteer leaders, which form various inter-faith advocacy groups. Together with the community and the government, they are committed to reach busy streets, hover towards hinterlands, cross boundaries and islands, even reaching as far as the out skirts and depressed lands to deliver the government services when and where it matters. This program will create a good relationship between the community and the PNP organization, where religious leaders bridge the gap of the two.

The power of religious sector in effecting change to the people and the community must never be underestimated nor neglected. During colonial period, religion has been a tool used by western powers to conquer and influence other nations affecting societal order and community mindset. For good or for ill, religion has been a truly powerful force for the most part of human history. Religion taps into an enormous urge in human nature to follow a higher power and serve something greater than oneself (Meredith, 2015).
