Abstract
THE CASE


The rise in criminal cases that involves the use of firearms, perpetrated by Motorcycle Riding Suspects (MRS) and series of robbery incidents has been documented for the past two years, thus, posing greater threats to public safety. The current global health crisis has exacerbated the matter as it has led to the implementation of several health protocols, the most impactful of which, is restriction on mobility challenging law enforcers to contain police operations within a wider geographical parameter, and prevent the perpetrators from leaving the crime scenes. It is thus, necessary to examine the operational scheme of Oplan Iron Curtain, its successes based on the two-year track record, and apparently, its applicability to the current societal context impacted by the global health restrictions.

Initially, this case study sought to understand the over-all mechanism of Oplan Iron Curtain with emphasis on the key stages of its operations and the target deliverables. As reiterated earlier on, the primary concern of this OPLAN is to immediately establish Dragnet Operation within the jurisdictional boundary of the city or municipality where shooting and robbery incidents and other crimes occurred that need hot pursuit. The pursuit operation should start in neighboring barangay through sealing-off the probable exit points of the fleeing suspects.

Oplan Iron Curtain involve clustering barangays from different cities or municipalities based on the geographical location; conducting neighborhood checks in the barangay; organizing small community groups as force multipliers; setting up Barangay Information Networks (BINs); and ensuring the availability of territorial map showing clear, legible roads and streets in every barangay. Consistency in the conduct of Oplan Street Hawk/Oplan Riders and deployment of trained and dedicated police investigators for effective and efficient crime solution is also observed.

An essential network of data explored in this case study is the comparative analysis of the total crimes which took place in Batangas from 2017 until the year of implementation of Oplan Iron Curtain in 2018. The researchers reviewed the comparative crime statistics in the province of Batangas for the year 2017 and 2018 which initially reveals pertinent data relative to the total index crime, including those that are solved, and cleared or uncleared as well as the agency’s performance in terms of crime solution and case clearance efficiency.
