Abstract
The research study assessed the factors affecting the implementation of an automates system fin the Application of Fire Safety Inspection Certificate BFP in terms of an Online Portal using a Unified Application Form, Data Sharing, Joint Inspection, One-time assessment, and One-time payment and Online time Release. The study used the Qualitative Method using key informant interviews and focus group discussions at Laoag City Fire Station and City Government fin Laoag City, Ilocos Norte. Based on the findings of the research study the factors affecting the implementation of the automation system in BFP Region 1 specifically in Laoag City Fire Station are delays in the issuance of FSIC, Client Support. Data encoding, Computation error, Organizational capability, and system failure. The issues and challenges encountered by the BFP personnel in the process of FSIC are poor internet connection and unable to upload the FSIC immediately that caused delays in the processing of FSIC, the system must be upgraded for fast transactions, additional manpower will be deployed in the processing of FSIC and inspection, Proper coordination with the BPLO and logistical requirements must be procured for the improvement if the resources/materials being used in the Fire Station. The action plan proposed by the researchers can improve Automated System in the application of the Fire Safety Inspection Certificate in BFP Region 1. Based on the findings and conclusions, the following recommendations are offered: The BFP shall develop innovative ways through the procurement of new logistical equipment and upgrading the FSIC automation system to improve the FSIC Business Permit application system to have a fast transaction and prevent delays in issuing fire safety inspection certificates so that the station can operate the greatest possible level. The uploading of FSIC while they wait for their requirements and the BFP must deploy ICT personnel in the different fire stations to be I charge of the automation process of FSIC. In addition, the BFP must procure logistical equipment for the infrastructure development. The BFP leadership may consider the implementation of the proposed action plan to improve the Automated System in the application of the Fire Safety Inspection Certificate in BFP Region 1.
