Abstract
This study provides a thorough evaluation of an intervention program designed for Children in Conflict with the Law (CICL), aiming to assess its effectiveness across various dimensions. Utilizing a mixed-method approach, the study employs survey data and qualitative insights from stakeholders. The collaborative effectiveness of the program is analyzed in Table 1a, focusing in the coordinated efforts between the Philippine National Police (PNP) and the Department of Social Welfare and Development (DSWD) in the context of taking a child into custody. Table 1b delves into operational components, emphasizing the effectiveness of process such as transportation and the provision of facilities during custody. The findings indicate a high level of perceived effectiveness in the collaboration between the PNP and DSWD, particularly in managing and rehabilitating CICL. However, challenges in custody procedures and personnel adequacy are identified. Table 2 explores agreement levels on challenges in intervention, revealing behavioral challenges in CICL, such as uncooperative behavior and difficulties in establishing rapport (Table 2a). Challenges in parental behavior (Table 2b), personnel availability (Table 2c), financial support (Table 2d), and physical facilities (Table 2e) are also highlighted. While the program excels in skill development, challenges in various aspects call for targeted intervention. Recommendations include addressing behavioral issues, enhancing parental engagement, improving personnel resources, advocating for increased financial support, upgrading physical facilities, and fostering collaborations. The study concludes that intervention program exhibits strengths and areas for improvement. Addressing these challenges through the proposed recommendations is crucial for ensuring the program’s continuous improvement and long-term success in rehabilitating and reintegrating CICL.
