Abstract
Solano has firmly established itself as the primary growth hub in Region 02, evidenced by a significant influx of enterprises from not only neighboring municipalities but also from across the region and Metro Manila. This thriving economic landscape is shaping Solano into a dynamic and prosperous municipality.
Under the leadership of Mayor Attorney Philip A. Dacayo, the municipality is steadfast in its pursuit of becoming the first city in the Province of Nueva Vizcaya and one of the leading urban centers in Region 02. This vision of cityhood is well on its way to becoming a reality, driven by coordinated efforts with local officials, collaborations with both governmental and non-governmental organizations, and the unwavering support of its residents.
However, with rapid urbanization and economic expansion comes the challenge of managing social dynamics. As Solano continues to grow, so does its population, attracting individuals from diverse backgrounds. Unfortunately, this population growth also brings with it crimes, including offenses committed by children under the age of eighteen— referred to as Children in Conflict with the Law (CICL).
Between 2022 and 2024, CICLs accounted for 8.69% of the total crimes committed in Solano. Among these, serious offenses such as carnapping, robbery, and theft have been notably perpetrated by recidivist CICLs. These offenses pose a serious concern for the safety and security of the town and surrounding areas.
Given this alarming trend, there is a critical need for more stringent intervention and diversion programs for CICLs. These programs will play a vital role in reintegrating these children into the community, helping them break free from a cycle of crime, and ultimately preventing them from becoming a continued threat to Solano and its neighboring municipalities.
