Abstract
The study of the Development of Collaborative Governance Model (CGM) of high-risk and high-profile persons (HRHP) deprived of liberty (PDLs) of the BJMP aims to determine the dimensions of collaborative governance of high-risk and high-profile PDLs of the BJMP, develop a collaborative governance model of high-risk and high-profile PDLs pf the BJMP and to determine the collaborative governance results using the Risk Reduction Formula as to the level of risks and collaborations encountered by BJMP in handling cased of HRHP PDLs. In order o identify the dimensions and collaborations of BJMP regarding HRHP PDLs, the study used the collaboration formula (C=Complementation X Communication X Convergence X Coordination) while the level of risks is equated with a formula of risks which is equivalent to the multiplication of hazard, exposure, and vulnerability (r=Hazard x Exposure x Vulnerability). Thus, all of theses processes are equated with the generation of a new tool named Risk Reduction Formula. The study used the EFA-CFA model to determine the necessary determinant factors to meet the study objection and assumptions. EFA used the SPSS to r to determine the dimension of collaboration while Risk Reduction Formula (RRF) model used Factor Scoring to determine the level of risks. As a result, it was determined that there was no collaboration happened in the BJMP and this reflects the highest-level of risks vis-à-vis dimension of collaboration. Therefore, this study recommends that the BJMP must increase its capacity to reduce the risks involved in handling HRHP PDLs through proper augmentation from and with other concerned agencies. This increase in its capability will reduce the risks involved, if not totally but at least to a level manageable by the limited personnel of the Bureau, and that the introduced formula will be adopted and utilized by BJMP to gauge the level of risks as basis for their Plans and Programs.
