Abstract
EXECUTIVE SUMMARY
The City of San Fernando in the province of La Union is a coastal city with fifty-nine (59) barangays covering an area of 105.26 square kilometers. San Fernando is a bustling commercial and administrative hub located in the geographical center of the Province of La Union. It serves as the gateway and commerce to the North and the culture and heritage of Ilocandia.
The city is the regional and administrative capital of Region I, hosting several regional and field offices of national government agencies, regional branches of government financial institutions, and some government-owned and controlled corporations. It is the home to some of the region’s best educational and medical institutions and facilities, including the Ilocos Training and Regional Medical Center (ITRMC), acknowledge as the heart of public heath and medical care in Region 1. Since its creation as a component city in 1998, it has immediately been realized as the envisioned urban city that balances economic gains with the public safety, environmental sustainability and preserving its historical and cultural heritage. Along with this is the thrust of the local government unit to maintain its agricultural base while developing the locality’s commercial, industrial, and tourism potentials. Bounded westward by the Lingayen Gulf and the South China Sea, the city boasts beautiful pristine beaches conducive to various recreational activities and bountiful harvests from the sea.
The City Government was awarded for its governance efficiency, ranking 3rd in the National CMCI Government Efficiency Awards for quality and reliable government services. Innovation and adaptability were prioritized to address community needs and external challenges, leading to city being launched as one of the Digital Cities in the Country and moving towards inclusion in the Smart and Sustainable Communities Program.
The City of San Fernando serves as central point where major roads and highways intersect, making it a natural hub for transportation and commerce. True to its vision as People’s City by 2025, the convergence of people will give rise to increasing investments, travel and movement of people. This concentration of traffic from different direction often leads to congestion, especially during peak hours or holidays. The City of San Fernando, La Union, has seen a notable increase in vehicular traffic incidents which in turn has significant implications for public safety, economic stability, and the overall quality of life in the region.
With this projection and strategic position as the People’s City in Region 1, the researchers aim to conduct a comprehension assessment to identify and analyze the various factors contributing the high incidence of vehicular traffic incidents in the City of San Fernando, La union. This outlines the need for multifaceted Traffic Management Sustainable Plan focusing on the pillars of Engineering, Enforcement, Enactment and Education.
