Abstract
This study aims to conduct a systematic assessment on the level or status of implementation of the PNP COLA (Committee on Legal Action) Programs as stipulated in the PNP LOI 55/09 dated July 27, 2009. COLA program was set to strengthen the legal action efforts of the PNP against the members and leaders of CPP/NPA anchored on three programs thrust including strengthening of investigation and case build-up, enhancing coordination among concerned agencies and intensifying prosecution and conviction of cases against CPP/NPA.
This study utilized descriptive research using mixed-method approaches. The sources of data are the responses from the survey, results of interview and focus group discussions with selected PCOs and PNCOs who have experience and exposure with the COLA programs. The statistical tools used were the percentage, average weighted mean and thematic analysis.
The study found that PNP LOI 55/r09 COLA Programs are currently highly implemented in the Province of Quezon and are instrumental in the strengthening of legal efforts against CPP/NPA. Several issues and challenges were revealed such as matters in the conduct of Cross-Training on 1st Responders Role and SOP in Crime Scene Preservation to beef-up case-build up and investigation of COLA cases; sustainable supports on legal, financial security, safety of witnesses and complainants of COLA cases needs improvement; and collaboration among concerned agencies and furnishing of reports, updates on COLA cases attributed from lack of standardized guidelines and procedures in the conduct of COLA conferences. Thus, the researchers recommend the review and revision of the existing PNP COLA Program and expand it based on the Action Plan of the study.
