ABSTRACT
In light of the increasing complexity of marine operations and the associated risks of catastrophic incidents, this action research study employed a qualitative approach to evaluate the response capability of the Bureau of Fire Protection's Marine Fire Unit in the National Capital Region, which includes gathering and analyzing feedback from BFP personnel and inquiring into the best practices of partner agencies stakeholders, including local government units and the coast guard, to serve as a sturdy basis in enhancing the response capability of the BFP Marine Fire Unit in terms of organizational structure, response procedures, logistical capacity, and personnel competencies that make up maritime safety and emergency response.
Through in-depth interviews and focus group discussions, the study aimed to identify the unit's strengths and areas for improvement, revealing insights into the factors that influence its effectiveness in managing maritime fire incidents. The findings highlighted the perception of BFP personnel assigned in the MFU towards the response capability of marine fire operations in BFP-NCR; the challenges experienced by MFU personnel; the measured recommended by BFP-NCR to address these challenges; the Marine Fire Unit Resource Allocation Profile; and the Operational Response of Marine Fire Unit from January-May 2024. Ultimately, this study provides the BFP-NCR with a qualitative framework for continuous improvement, contributing to the overall enhancement of safety and security in maritime operations within its jurisdiction.
