Abstract
This research study entitled “Assessment on the Management and Disposal of Condemned and Unserviceable Properties Policy of the Bureau of Fire Protection for Policy Enhancement”, was chosen by the researcher due to present status of the condemned and unserviceable properties not being disposed despite the existence of the policy guidelines on the disposal of BFP property and to determine the hindrances or problems encountered in the implementation of said guidelines.
The study aimed to assess the management and disposal of condemned and unserviceable properties policy of the Bureau of Fire Protection for policy enhancement in terms of determination, submission, inspection, appraisal, setting, modes of disposal and dropping; the problems encountered on the assessment on the management and disposal of condemned and unserviceable properties.
The study used the descriptive method of research which involved the collection of data in order to test the hypothesis involving current status of the study. The respondents of the study are the personnel of BFP Region 3 comprising of the Regional Appraisal and Disposal Committee as the first group of respondents and the Provincial Supply Accountable officer and Stations’ Property Custodians as the second group of respondents. The study has a total sample size of 101, 7 for the first group and 94 for the second group of respondents.
In general, the research methodology presents the following: (1) research design, (2) sources of data, (3) data gathering instruments, (4) data gathering procedures, and, (5) statistical treatment of data. It was then treated with statistical analysis using the following tools: percentage, weighted mean, analysis of variance (F- test), and the five-point numerical scale, thereby giving verbal interpretation.
It is further concluded that the management and disposal of condemned and unserviceable properties policy of the Bureau of Fire Protection along the variables on determination, submission, inspection, modes of disposal and dropping were assessed as highly effective while appraisal and setting were assessed as effective. The respondents deem appraisal and setting as effective, having the lowest rating among the activities on the management and disposal of properties shown implication that this matter affects the committee’s performance in the implementation on the policy on the guidelines of disposal of BFP property or the management and disposal of condemned and unserviceable properties within the Bureau. The based on the respondents’ assessments, the highest indicator in the problems encountered assessed as serious was about “properties due for disposal were stocked outside the station or other available space near the station due to non-available space which may affect its current market value or appraised value due to detention or decomposition caused by the weather or may be lost due to looters or cannibalization” were relative to variables appraisal and setting that affect the appraised value or current market value of said properties. All the Indicators on the proposed measure have grand mean ratings equivalent to Highly Recommended. That there is no significant difference on the assessment on the management and disposal of condemned and unserviceable properties policy of the Bureau of Fire Protection relative to determination, submission, inspection, appraisal, setting, model of disposal, dropping hence null hypothesis was accepted. There is no significant difference also on the problems encountered and proposed measures to address the problems encountered. Thus, the assessment of the respondents revealed that they have the same perception and experience with regard to the management and disposal of condemned and unserviceable properties. Therefore, program for the enhancement on the guidelines of the disposal of BFP property may be proposed for the enhancement on the management and disposal of the condemned and unserviceable properties of the Bureau of Fire Protection. Program on the enhancement of the policy include seminar/workshop on the guidelines of disposal of properties, reconciliation of the records of inventory or issued supplies/properties among the accountable officers (the Regional Supply Accountable Officer, Provincial Accountable Officer, the Station’s Property Custodians) and the Regional Chief Accountant, and the reconciliation and updating of the current market value of the properties of the Bureau of Fire Protection among the accountable officers and the Regional C, Accountant.
