Abstract
The purpose of this study is to assess and determine the current logistic capabilities, stages of development towards the BFP modernization programs. The study was carried out in form of qualitative methods through the interviews and focus group discussion was conducted at the Provincial Headquarter of BFP Batangas. Aside from the said focus group discussion, several key informants interviewed from regional Division chief and other senior officers who formerly assigned at the Regional Division chief and other senior officers who formerly assigned at the regional Office. The findings of this study showed that the logistic capabilities of fire fighting apparatus, tools and equipment, did not achieved the desired goals. Based on this study, using the NFPA international standard, the required number of Fire Trucks, per number of population, ideas ratio of personal protective equipment, as arsenal tool for the safety of fire fighters are not reach the required objectives, which is great contributing factors affecting fire fighting performance. The conceptual framework of this researcher, showed the important of the assessment in improving and upgrading the logistic capabilities, in effectively discharged and performed their mandated task. However, using the maturity model of CMMI, the current logistic capability, the policy recommendation of this study are: (1) Considered the Decentrilization of Precurement of Capital Outlay; (2) Obtained strong partnership and collaborated efforts to convince the respective LGUs to donate their good running condition of locally owned fire trucks to BFP, (3) Intensify a Comprehensive collection of the Fire code Collection which is the 20 percentage shared intended for procurement of fire fighting equipment; (4) Improve the Operation Budget Plan fund allocation and utilization for the specific and actual need of the program every Region; (5) Inclusion of the procurement of set of personal protective equipment (PPEs) in Recruitment program; (6) installation of Global Positioning System (GPS) devices to all fire fighting apparatus, for the effective deployment and fire protection services; (7) Promote the Institutionalization of Private-Public Partnership (PPP) in the BFP and its stakeholders for the realization of establishing maritime fire stations (with fire boats) to provide immediate protection and suppression of destructive fires that may happen among Petroleum Industries and other major sea ports; (8) Improve the System of procurement, Accountability process, and Fiscal transparency, through Competency based/ specialize training for Supply Accountable, Procurement and Logistic, Financial Management and Auditing, and BAC members; and (9) Allocation for the appropriate fund for the Centralized procurement of Ariel Ladders and chemical fire trucks, Fire Helicopter/ Chopper, Fire Boat, rescue and hazardous truck, with specialized and competency training, as General support Group in national scope and be deputized in the Region, intended for the fire response to high rise buildings, Airports , Maritime/ Major seaports, Petroleum/Depot and installation, Forest Fire Protected Areas and other Disaster/ hazardous and emergency services; towards the realization of the modernizing the Bureau of Fire Protection.
