Abstract
The Bureau of Fire Protection (BFP) Emergency Medical Services (EMS) has the mission of providing emergency and medical services. Evaluating the capacity of EMS personnel in responding to disasters and emergencies is necessary to improving its preparedness and efficiency. This study aims to determine the capacity of EMS personnel in responding to disasters and emergencies and with the end in view of proposing an action plan that will enhance the capacity of EMS of BFP-NCR as a component of BFP Modernization Program. A survey was administered to 170 BFP EMS personnel and 84 clients and revealed that BFP NCR EMS has not yet achieved the full capacity required to consistently deliver high-quality services to their clients, while also ensuring the well-being of their personnel. The significant differences in perception between BFS EMS personnel and their clients concerning critical aspects of the organization’s capacity, particularly in Human Resources, Logistics, and Funding Support underscore that the BFP EMS personnel’s perceptions are largely influenced by their direct experiences within the organization. The challenges facing the Bureau of Fire Protection National Capital Region (BFP NCR) emergency Medical Services (EMS) are multifaceted and demand immediate attention and action. With these findings, it is recommended that the action plan strengthening the capacity of the BFP NCR EMS be adopted.
