Abstract
This study investigated the impact of the 40-hour training program on job alignment
and performance among Fire Safety Inspectors (FSIs) in the Bureau of Fire Protection
(BFP). Given the significant qualification mismatches within the BFP, where many FSIs
lack technical backgrounds in engineering or architecture, this research evaluated whether
the training program effectively enhances their job fit and performance. Employing a
mixed-method approach, data were collected through surveys and interviews with 197 FSIs
of BFP Batangas. Quantitative analysis revealed that while the training improved FSIs'
confidence and basic competencies, substantial gaps remain, particularly in handling
complex inspections and technical requirements. Qualitative insights highlighted the
critical role of additional specialized training in enhancing professional competence and
job satisfaction. The findings underscore the need for a more comprehensive and formally
structured training program tailored to the specific needs of FSIs. Recommendations
include the development of an 80-hour training program, continuous professional
development initiatives, and specialized training modules for complex occupancies. These
enhancements aim to bridge the qualification gaps, thereby improving the overall
effectiveness of fire safety enforcement and public safety in the Philippines.
