Despite numerous victories and more than 50 years of conflict, the Philippines is still engaged in internal communist warfare. In this study Effectiveness and Problems Encountered in the Implementation of the National Task Force to End Local Communist Armed Conflicts (NTF-ELCAC) Retooled Community Support Program (RCSP) in the white areas of Roxas City, Capiz, Philippines. According to the respondents’ combined assessment of the respondents’ mean, the Retooled Community Support Program (RCSP) was “Fully Implemented” in all areas of the project’s implementation, particularly in the organizational structure and the performance of the role of the RCSP. According to the statistics provided by the participants during the focused group discussions, it was “Highly Effective” in reducing the number of people who have stopped supporting or joining the communist terrorist group (CTG). Using ranking as the statistical instrument, the respondents’ assessment of the difficulties encountered in the Retooled Community Support Program’s (RCSP) execution revealed that when taken altogether, the topmost emerging problems being encountered was the “Lack of funds to sustain the program implementation”. The present administration is aware of these issues and has launched many programs to address them, including a Community Support Program run by the PNP. that improves intergovernmental cooperation, strengthens partnerships with civil society, and establishes a national task force to coordinate the various initiatives of numerous national organizations, local government entities, and the civil society in order to enhance security, good governance, and economic opportunities.
