Abstract
The policy research objective seek-out to identify the awareness, willingness and voluntarism of village officials including their shared commitments for the sustainable implementation of Community and Service-Oriented Policing (CSOP) System.
This was also looked on the perfection of a good line of communication vis-Ă -vis the citizenry, the police and the local government unit that will bolster the collaborated efforts by giving the full force of the main component of the system to win the hearts and mind of the community.
The research study was utilized the Broken Windows Theory which asserted the inextricable line between disorder and crime in the community level. Crime is considered the final step to a developmental sequence which is based on the postulations of social psychologists and police officers where they tend to agree that if a window in a building is broken and is left unrepaired, all the rest of the windows will soon be broken.
The conceptual framework of the study which was illustrated how was the study walk over and done. Concisely, the researcher has a strong-minded to believe because innumerable literature, journals laws and issuances constituting the elements for successful implementation of community policing approach as the strong foundation to prevent occurrences of crimes.
This study was engaged the individual Key Informant Interview and Focus Group Discussion methods in generating research data for assessment and analysis of the policy environment and the effects of the policy framework, After identifying the existing frameworks or initiatives, relate it to the secondary data on the resources and outcomes of their anti-crime efforts and strategies. Review of documents on policies, projects, and programs relevant to PNP-CSOP System to determine through scholarly related researches and the elements of a successful implementation of community policing initiatives. After identifying said elements, the researcher cross-match into the existing policy in order to determine the breaches or limitations in the existing programs.
Based on the data evaluation analysis and study of various literatures, it was determined that the major factors which constitutes the low level of understanding of stakeholders to the Community and Service-Oriented Policing (CSOP) System of the Philippine National Police composed of budget constraints, insufficient manpower and lack of training and education. Likewise, the proponents determined that there is a need of a Strategic Oversight Committee to overseeing all the activities pertaining to CSOP System Implementation. The Strategy Oversight Committee (SOC) will oversee the PNP Organization’s strategy development, approval. Implementation, review, and reporting in performance in the implementation of Community and Service-Oriented Policing (CSOP) System.
This research policy study recommended to build a strategy oversight committee (SOC) that identifies and addresses the factors that case low level of understanding, awareness, acceptance, and participation of the triumvirate to the CSOP System. The Strategy Oversight Committee (SOC) FOR THE CSOP System in Roxas City, Capiz shall ensure that the three CSOP System core components conducts and participates in strategic dialogue during oversight committee meetings. Most importantly, the SOC will ensure the application of a police framework C.I.T.A which stands for Collaboration, Integration, Training, and Accountability.
