This research examined the status of implementation of the National Police Clearance System in all NPCS-enabled stations at Police Regional Office 1 relative to organizational structure, LGU adoption, communication plan, system integration and data collection, collection and utilization of fees and attainment of objectives relative to the provision of PNP MC 2018-20. Based on the research findings the implementation of the National Police Clearance System in Police Regional Office 1 show inadequacies in the areas of Assignment of Personnel Handling NPCS, Management Support System, Role of LGU in NPCS, Communication Planning, Security Measures, Collection and Utilization of Fees and Attainment of NPCS Goal to Reduce Crime Rate. Key issues and challenges pertaining to legal impediments, managerial support, and integrity and data protection using a qualitative-phenological design were identified. The key issues and challenges in the implementation of the system state that NPCS is seen as a burden due to additional task; Lack of Legal Basis for NPCS; Inadequacy of Equipment; System Accessibility and other Software issues; Possible Violation of RA 10173 or Data Privacy Act of 2012 and Budget Constraints. Action plan has been developed to make use of the research findings and help the Police Regional Office 1 fin revitalizing the implementation of the National Police Clearance System as an essential tool toward a better service of PRO1. In pursuing the objectives of the action plan and the set timeline, PRO1 will be able to meet the desired outcomes or impact to policing practice. The efficient operability and sustainability of the NPCS project will depend upon the consistent provision of financial resources that will be sourced out rom the NPCS revenue. With the allocated revenue share of all NPCS operating units, the hardware, software, internet connection and other social components will be well maintained with a well-developed technological innovation.
