ABSTRACT

The purpose of this study is to assess the implementation of the National Police Clearance System at Regional Police Office 2 (PRO2): as a basis for policy review and enhancement. It is assumed that the PNP is highly capable to manage the implementation of National Police Clearance nationwide. To determine the level of effectiveness and efficiency of the implementation of NPCS the study assesses the Memorandum Circular Number 2018-020 and 2022-049 guidelines and procedures in the implementation of National Police Clearance System. Using quantitative, qualitative descriptive and evaluate design, the study found that the implementation of those areas of Memorandum Circular Number 2018-020 and 2022-049, were highly effective and efficient by the NPCS personnel, and on the client viewpoint, providing convenience in online application of NPCS is must considered based on the interview conducted there were identified challenges encountered by the selected applicant of NPC. This study found that some of the client identified some problems and challenges on internet connection, payment system, availability of NPCS to all Police Station, HIT verification and the payment and fee are not uniformed among stations.

The study concluded that the PNP can properly implement the NPCS with proper support from the government, however the clientele needs must be addressed thus the study recommended and action plan to enhance the service rendered to the client by the PNP personnel in-charge of NPCS.
