Abstract
Effective solid waste management (SWM) is critical to sustainable governance, particularly within public institutions such as law enforcement agencies. This qualitative case study explores the existing SWM practices within Police Regional Office 12 (PRO 12) in the Philippines. It aims to assess its current challenges, identify best practices, and develop a structured SWM operational framework tailored to its unique institutional needs. Data collection involved primary and secondary sources, including Key Informant Interviews and Focus Group Discussions with personnel engaged in waste management.
The findings highlighted critical themes shaping waste management practices in PRO 12. The study revealed the current realities and challenges in solid waste management within PRO 12, including Non-Compliance and Challenges in Waste Segregation, Lack of Resources and Infrastructure, Awareness and Policy Gaps, and Emerging Positive Practices. To address these concerns, the study proposes a Solid Waste Management Framework centered on five key components: (1) policy formulation to institutionalize structured waste governance, (2) capacity building to enhance personnel awareness and compliance, (3) collaboration and community involvement to strengthen stakeholder engagement, (4) adequate resource allocation and infrastructure development, and (5) monitoring, evaluation, and innovation to ensure continuous improvement. Integrating structured waste management frameworks with community engagement and resource allocation can significantly improve solid waste management practices within law enforcement agencies, fostering environmental responsibility, operational efficiency, and long-term sustainability.
