PROPOSAL FOR A PARTNERSHIP BETWEEN THE PHILIPPINE NATIONAL POLICE AND THELOCAL GOVERNMENT UNITS IN METRO-MANILA ON SOLID WASTE MANAGEMENT

Abstract
The research is a review of the partnership between the Philippine National Police and the local government units in Metro Manila in the implementation of solid waste management laws in the National Capital Region. Using quantitative research, the study looked into the partnership using three variables, namely measurement of inputs, conceptual framework development by The Partnership Initiative (2013).

The study found that the existing partnership between the PNP and the LGUs in Metro Manila with regard to the implementation of solid waste management laws is limited only to the deputization of police personnel as environmental officers. Moreover, the partnership between the PNP and the LGUs in Metro Manila has produced variant outputs, indeterminate impact and informal process. The outputs of the partnership are variant because of the disparity un the way the LGUs tapped its police units in the implementation of solid waste management laws. The impact is indeterminate because there are no existing comprehensive records or database for the apprehension of violators as a result of the partnership. The process is described as informal at best because the principle, protocol and procedures to be observed by the two have not been established through legal or formal instrument such as memorandum of agreement or understanding. As a result, there is a need for the formalization and uniformity of partnership between the PNP and the 17 cities and municipality through the initiative of the Metro Manila Development Authority. Recommended policy action include a) A Resolution from Metro Manila Development Authority that will direct all the 17 LGUs in the NCR to formalize and standardize the partnership with the PNP through a uniform and comprehensive executive order; b) The conclusion of the PNP in Metro Manila Solid Waste Management Board and the local corresponding boards; c) A uniform and standard Memorandum of Understanding/Agreement to be drafted by the MMDA and the NCRPO.

The study concludes with the draft Resolution that the MMDA may adopt to executive the recommendation to enhance the partnership between the PNP and LGUs in Metro Manila and strengthen the implementation of solid waste management laws in the National Capital Region.
