Abstract
The police officers are endowed with substantial benefits and allowances, but it
seemed that not everyone is aware of its full extent. Hence, this study aimed to assess
the benefits information campaign strategies of the Philippine National Police Finance
Service (PNPFS) in terms of police information and continuing education (PICE), printed
information materials and information technology-based facilities. Specifically, the study
aimed to determine the assessment of the PNP Finance Service personnel and PNP
personnel on the benefits information campaign strategies, problems encountered on
the benefits information campaign strategies, and proposed measures to address the
problem relative to the afore-cited variables.
The study made use of the descriptive research method. A stratified random
sampling technique was used in the study. Forty four (44) PNP Finance Service
personnel and two hundred eighty (280) uniformed PNP personnel served as the
respondents of the study. It was hypothesized that there is no significant difference in
the respondents’ assessment on the effectiveness of benefits information campaign
strategies of the Philippine National Police Finance Service, problems encountered and
proposed measures relative to the variables of the study. Data were generated through
the conduct of a survey using a structured questionnaire. Descriptive statistics like
weighted mean, variance, frequency and percentage were used to treat the data
gathered. Also, independent samples t-test was utilized to find the significance of the
mean difference between the PNP Finance Service personnel and PNP personnel on
their assessment of the benefits information campaign in terms of PICE, printed
information materials and IT-based facilities.
Results revealed that both the FS personnel and PNP personnel assessed the
benefits information campaign in terms of PICE, printed information materials and IT-
based facilities as effective. Additionally, the respondents believed that there is a
serious problem in terms of PICE and printed information materials, but considered IT-
based facilities as a moderately serious problem. Furthermore, the respondents highly
recommend the proposed measures to address the problems encountered on the
benefits information campaign of the PNPFS.

Moreover, no significant difference was found between the FS personnel and
PNP personnel with respect to the assessment and problems encountered on the
benefits information campaign in terms of PICE, printed information materials and IT-
based facilities. Significant difference was found, however, between FS personnel and
PNP personnel with regards to the proposed measures to address the problems in the
aforementioned variables.\
Based on the findings, the study concluded that the finance service personnel
and the uniformed PNP personnel are pleased with how the PNP Finance Service is
implementing the three modes of benefits information campaign namely PICE and field
visitation, printed information materials and information-technology materials. Also, the
finance service personnel considers the problems on benefits information campaign
with respect to PICE and IT-based facilities as evident but not critical problems, while
they regard the problems on benefits information campaign with respect to printed
information materials as pressing and critical problems. On the other hand, the
uniformed PNP personnel problems on benefits information campaign with respect to
PICE and printed information materials as pressing and critical problems, while they
regard the problems on benefits information campaign with respect to IT-based facilities
as evident but not critical problems.
The finance service personnel are very supportive of the proposed measures to
address the problems on benefits information campaign with respect to PICE, printed
information materials and IT-based facilities. In the same manner, the uniformed PNP
personnel are supportive of the proposed measures to address the problems on
benefits information campaign with respect to PICE, printed information materials and
IT-based facilities. The finance service personnel and uniformed PNP personnel have
the same assessment on the benefits information campaign of the PNP Finance Service
in terms of PICE, printed information materials and IT-based facilities. In the same
manner, the finance service personnel and uniformed PNP personnel have the same
perception on the degree of seriousness of the problems encountered on the benefits
information campaign of the PNP Finance Service in terms of PICE, printed information
materials and IT-based facilities. However, the finance service personnel have a more
favorable view that the uniformed PNP personnel on the proposed measures to address
the problems encountered on the benefits information campaign of the PNP Finance
Service in terms of PICE, printed information materials and IT-based facilities.
