Abstract
ABSTRACT
The research assessed the safety and security Protocols of the Philippine National Police health service with the end view of enhancing its policies/protocols in terms of the following skills: Natural Surveillance, Natural access control, and territorial reinforcement. It assessed whether there was a significant difference in the assessment of the two (2) groups of respondents of the safety and security Protocols of the Philippine National Police health service, problems encountered, and proposed measures in relation to the afore-cited variables.

The des descriptive research method was used in the study. The respondents comprised of two (2) groups: 1) PNP personal who are members of the PNP NHQ HS and 2) other PNP members from the PNP NHQ offices of ES, CES, and HSS. The population size was 3, 585 respondents composed of 1,485 HS NHQ members and 2,100 who were other PNP members.

This research utilized a survey questionnaire and interview as data gathering instrument. The qualitative data was analysed and evaluate using the following statistical tools: average weighted mean using the Five-point Likert Scale, and One way Analysis of Variance (ANOVA) to determine the significant difference in the assessment of the two (2) groups of respondents.

The study has the following findings:1) The respondents assessed the safety and security of the PNP Health Service in terms of the following variables: a) Natural surveillance, b) Natural access control and c) territorial reinforcement as effective.

Results showed that there is a significant difference in the assessment of the groups of respondents on the assessment, problems encountered and of the proposed measures to address the problems encountered on the assessment of safety and security protocols of the PNP Health Service in terms of the afore-cited variables.

From the findings of the study, the following conclusions were drawn:

1. That two (2) groups of respondents assessed the safety and security Protocols of the Philippine National Police Health Service in terms of natural surveillance, natural access control, and territorial reinforcement as effective

2. That the two (2) groups of respondents assessed the problems encountered on the Assessment of Safety and Security Protocols of the Philippine National Police Health Service in terms of natural surveillance and natural access control as Serious while territorial reinforcement was assessed as Moderately serious.

2. That the two (2) groups of respondents assessed the proposed measures to address the problems encountered in the Assessment of safety and security Protocols of the Philippine National Police Health Service in terms of natural surveillance, natural access control and territorial reinforcement was assessed as Recommended.

3. That there was significant difference in the assessment of the two (2) groups of respondents on the assessment of Safety and security Protocols of the Philippine National Police Health Service in terms of natural surveillance, natural access control and territorial reinforcement as Effective: That there was no significant in the assessment of the Problems Encountered on the assessment of Safety and Security Protocols of the Philippine National Police Service in terms of Natural Surveillance, natural access control and territorial reinforcement and there is no significant difference in the Assessment of the Proposed Measures to address the Problems Encountered on the Assessment of Safety and Security Protocols of the Philippine National Police Health Service in terms of Natural Surveillance control while there is significant difference in the assessment of safety and security Protocols of the Philippine National Police Health Service in terms of natural Surveillance , Natural Access control and territorial reinforcement

4. The implementation of Comprehensive safety and security Protocols for the Philippine National Police Health Service will be beneficial to both the manpower and physical assets of the PNP health Service.

In lights of the findings and conclusions of the study, the researcher offers the following recommendations.

1. The two (2) groups of respondents assess the safety and Security Protocols of the Philippine National Police Health Service in terms of Natural Surveillance, Natural access control, and territorial reinforcement as Effective. However, it is only the SH personnel who assessed indicators such as”, presence of lighting that is properly maintained with upgrades to LED lights”, “there are no holding spots in the premises” and “receptionists/guards have clear sightlines to all entrances” as highly Effective. This seems to indicate familiarity with the supposed safety and security protocols that are being implemented by the PNP HS in its promises are either better appreciated by those who work therein or these personal has adjusted to the environment which made them take in stride the defects in these areas. By the same token, the individual weighted mean of the indicator “guards are posted on entranceway and other vulnerable areas” as highly Effective since the presence of security protocol. It shows that the concept of safe and security seemed to be anchored more on individual perceptions rather than the generally accepted standards. Thus, there is a need to assess the current state of the safety and security protocols of the PNP HS and evaluate them in light with standardized security and safety protocols.

2.Both groups of respondents assessed that all the indicators of the three (3) variables of the study were serious. This seems to imply that both groups of respondents assessed that the Health Service Safety and Security protocols were Effective despite the serious problems that the effect the letter. By implementing The preceding recommendations, these problems could be addressed and will enable these respondents to attain their full potential in accomplishing their assigned duties and responsibilities.

3.both groups of respondents assessed that all indicators of the three (3) variables of the study were recommended as a strategy to address the problems in the assessment of safety and security Protocols of the PNP Health Service. As can be seen from the individual weighted mean, the highest mean was assigned by no- HS personal gave the highest mean to several indicators of natural access control. This strengthens the assumption the security and safety protocols are assessed differently depending upon the individual’s biases due to personal experience, training, education, job description, and other factors and not necessarily based on what safety and security should be. This is apparent when both groups of respondents assessed the indicator “install emergency call buttons for emergency assistance at vulnerable areas” as highly Recommended. These indicators are always touted in movies, and novels and are installed only in offices of the top leadership that it has become to be viewed as the ultimate security and safety protocol even if its use will show that the all levels of security and safety measure implemented in premises have already been breached.
4. the findings of the study showed that there is a difference in the respondent’s assessment of the three (3) variables of the study. This implies that the respondents have different perception of the Effectiveness of the assessment of safety and security protocols of the PNP HS. The two (2) groups of respondents, However, have differences in their assessment of the problems encountered in the assessment of safety and security protocols of PNP HS with regard to the three (3) variables of the study. With regard to the significant difference in the assessment of the proposed measures to address the problems encountered on the assessment of safety and security Protocols of the Philippine National Police Health Service, The two (2) groups of respondents have a similar assessment with regard to natural surveillance but their assessment has a significant difference in natural access control and territorial reinforcement. This shows that the technical nature of the duties and function of HS personnel cannot be fully grasped by the other group of respondents. This puts to the forefront the need of crofting, implementing, and evaluating a safety and security protocol that is suited to unique needs of HS personnel while being compliant with stablished safety and security protocols. The protocols must be contained in one (1) document, preferably in a form of a manual for ease of reference.
