Abstract
This qualitative research explores the intricate landscape of the consolidated proposed pension system for Military and Uniformed Personnel (MUPs) within the Philippine National Police (PNP). The study delves into the perceived impact of the proposed system, scrutinizing variables such as compulsory retirement age, voluntary retirement, contribution structure, management of funds, and benefits/pension calculations. Through in-depth interviews with Police Commissioned Officers (PLTCOLs) and Police Non-Commissioned Officers (PEMS), the study unveils nuanced insights into their concerns and expectations regarding these pension reforms.
The findings illuminate the critical themes of extended career commitment, divergent perceptions on benefits, and apprehensions about financial implications. Participants express uncertainties regarding the implications of the new system on their retirement planning, potential adjustments in contributions, and the calculation of benefits. The study also identifies key issues in the implementation process, such as training and communication challenges, resistance, and acceptance among personnel, along with logistical/administrative hurdles.
Specifically, the findings reveal that PLTCOLs, are concerned about the intricate nature of the new pension system, especially regarding changes in contribution structures and benefit calculations. They stress the need for targeted training sessions to address specific concerns. On the other hand, PEMS express uncertainties about retirement age changes and their impact on benefits, emphasizing the need for detailed explanations for informed decision-making.
Moreover, the study identifies concerns about increased contributions among PLTCOLs. Indicating potential strains on their monthly budget. PEMS express worries about the returns on their investment, emphasizing the need for reassurance about the adequacy of retirement benefits for a secure retirement.
