Abstract
This study examined how public safety in Baguio City can be enhanced through the integration of SMART Policing strategies and collaboration with the City’s Command Center. It aimed to assess the effects of technological integration, data-driven decision-making, and inter-agency coordination on crime prevention and response. Employing a qualitative-descriptive research design, the study involved in-depth interviews with ten key informants – comprising personnel from the Baguio City Police Office (BCPO), the SMART City Command Center, and local government officials. The study sought to (1) determine how SMART policing strategies improve public safety, (2) identify existing gaps and challenges in their implementation, and (3) proposed a localized policy framework to institutionalize and sustain the program. Thematic analysis revealed that while technology has boosted surveillance and response capabilities, gaps in training, public participation, and agency coordination remain. These findings led to the formulation of a proposed city ordinance outlining a strategic implementation plan. The study concludes that SMART Policing is effective when supported by clear governance structures, sustained capacity-building, and active community engagement. The outcomes offer valuable insights for other urban areas aiming to modernize law enforcement through technology and inter-agency synergy.
