Abstract
The study aimed to determine the significant value of moral development in police officers through its conformity to values enhancement programs introduced. By knowing the level of appreciation of the student-officers on the subject of Character Competency Framework while undergoing mandatory training at the National Police College will ascertain the level of mastery on the critical domains affecting the police service, how they deal with situation which questions their moral foundational norm, how efficiently they attain to challenging circumstances and how the community perceives their undertaking. The results served as the foundation in designing a structured Ethical Leadership Framework in order to cope up with the emerging challenges in the public safety arena.

The researcher employed the mixed method in gathering data, using survey questionnaires to measure the respondents; appreciation on the subject of character competency. Open-ended questions were also used to gather data to create themes to support the quantitative data gathered. A total of two hundred sixty-six (266) respondents participated in the study. Results of the study revealed that there is a growing concern as to the status of the ethical leadership in the public safety profession. It is on this very premise that the ethical leadership framework was developed that will serve as a tool to image building for the PNP Organization promoting efficiency and effectiveness of the policing profession. It is further recommended that a policy on the Institutionalization of a Structured Leadership Framework be implemented at the National Police College.
