Abstract
Gaps in addressing rape incidents in Tarlac City remain a critical concern, with challenges in law enforcement, victim support services, public awareness, and socioeconomic conditions contributing to the persistence of sexual violence. The lack of awareness and education on consent, gender rights, and legal protections prevents many victims from reporting cases, while economic vulnerability and substance abuse increase the risk of exploitation. Weak enforcement of existing laws, delays in case resolution, and societal attitudes such as victim-blaming and stigma further hinder justice and protection for survivors. Additionally, inadequate crisis centers, insufficient psychological support services, and limited community engagement in crime prevention leave many victims without proper assistance.

To address these issues, this study employs a situational analysis framework, utilizing the BEST-LEAPS/HE model and Force Field Analysis, supported with qualitative interviews on participants, to examine the driving and restraining forces affecting rape cases in Tarlac City. Findings indicate that while stronger legal enforcement, community awareness programs, improved surveillance, and economic empowerment initiatives serve as potential solutions, these efforts are often countered by institutional inefficiencies, cultural barriers, and limited resources for victim assistance. The study also highlights how poorly lit streets, lack of CCTV coverage in high-risk areas, and gaps in barangay-level interventions contribute to an unsafe environment, increasing the likelihood of sexual violence.

A multi-sectoral action plan is recommended, focusing on enhancing law enforcement response, integrating sexual violence education in schools and communities, implementing livelihood programs for at-risk individuals, and strengthening victim support services. The study underscores the importance of fully enforcing RA 8353 (Anti-Rape Law), RA 11313 (Safe Spaces Act), and relevant local ordinances, while fostering partnerships between local government units (LGUs), law enforcement agencies, non-governmental organizations (NGOs), and educational institutions. Key strategies include establishing barangay-level gender-sensitive response units, improving coordination among law enforcement agencies, expanding legal aid services, and increasing funding for mental health support for survivors.

By promoting proactive policies, comprehensive victim assistance, and community-driven interventions, this research aims to contribute to a safer and more inclusive environment in Tarlac City, ensuring justice and protection for all residents., a collaborative and sustained approach between government agencies, law enforcement, civil society, and the community is necessary to foster long-term improvements in public safety and gender-based violence prevention.
