THE ANTI-ILLEGAL DRUGS PROGRAM OF LOCAL POLICE STATION IN BATANGAS PROVINCE: BASIS FOR A COMMUNITY-BASED APPROACH IN COMBATING DRUGS

Abstract
This study aimed to assess the Anti-illegal drugs program of Local Police Station in Batangas Province as a basis for a community-based approach in combating illegal drugs in terms of program objectives, program strategies, program resources and program monitoring and evaluation.
Based from the data gathered, the following were the findings of the study: The PNP personnel, Local Government Officials and Barangay Public Safety Officers assessed the level of effectiveness of the anti-illegal drugs program of local police stations in Batangas Province with an overall Average Weighted Mean of 3.72 in terms of program objectives, program strategies, program resources and program monitoring and evaluation. The problems encountered by the anti-illegal drugs program of local police station in Batangas Province obtained an overall Average Weighted Mean of 3.55 with a verbal interpretation of serious problem in terms of program objectives, program strategies, program resources and program monitoring and evaluation. On the proposed measures a highly recommended mean was obtained to address the perceived problems encountered by the anti-illegal drugs program of police station in Batangas Province with an overall Average Weighted Mean of 4.22 as to program objectives, program strategies, program resources and program monitoring and evaluation.
Based from the findings of the study, the conclusions are as follows: 1) The conduct of counter intelligence operations and maintain zero-tolerance policy against police scalawags and misfits involved in illegal drug, investigation of illegal drug cases resulting to the filing of charges against drug personalities in courts to ensure high conviction probability, coordinates with local government units for logistical assistance in the conduct of anti-illegal drug program and submission of summary development report of dismissed and field illegal drug cases locally are regarded as effective relative to the anti-illegal drugs program of local police station in Batangas Province; 2) Poor attitude of some personnel in the conduct of intelligence operation that affects their operation in the identification and location of drug personalities and other targets in Batangas, inability to make an agreement with regional and international entities, lack of coordination with local government units for logistical assistance in the conduct of anti-illegal drug program, lack of coordination with concerned government agencies in synchronizing and harmonizing actions on drug traffickers in the province and obscuring of best practices from other law enforcement units. LGUS, NGOs and the community impeded the reduction of demand and supply of illegal drugs and limited competent trainers that hampers the conduct of anti-drug trainings and symposia are considered serious relative to the problems encountered by the anti-illegal drugs program of local police stations in Batangas Province. 3) The indicator strengthen the counter intelligence operations and formulate a zero-tolerance policy against police scalawags and misfits involved in illegal drug, strict supervision in the conduct of illegal drug investigation, provide enough resources in support for the re-training of personnel on the proper conduct of arrest, raids, seizures, buy-bust operation, investigations and documentation for the successful prosecution of the cases through linkages with other government agencies and fulfill the task of group counseling for spiritual renewal among pushers, user and drug traffickers to abate the continuous increase of illegal drug activities in the province are the highly recommended measures to address the problems encountered by the anti-illegal drugs program of local police stations in Batangas Province; 4)The PNPN Personnel, Local Government Officials and Barangay Public Safety Officers have similar assessment on the proposed measures to address the problems encountered by the anti-illegal drug program of local police stations in Batangas Province, but differ in their opinions on the effectiveness of the anti-illegal drugs program of local police stations in Batangas Province and the proposed measures to address the problem in terms of program objectives, program strategies, program resources and program monitoring and evaluation; and 5) Based from the findings of the study on the proposed measures to enhance the anti-illegal drugs program of local police stations in Batangas Province, there is a need to revitalize its anti-illegal drugs program through community based approach to fine-tune the strategy of local police station, especially at Batangas Province, to make it more responsive and relevant in the continuing fight against illegal drugs and the organization and mobilization of Local Government Agencies, Non-Government Organizations, barangay officials and other community leader to promote coordination and camaraderie towards a drug-free province.
In the light of the findings and conclusions, the recommendations are as follows: 1) An overview of the anti-illegal drugs program of local police stations in Batangas Province should be undertaken to revitalize the said program to further enhance and strengthen the local police stations in the fight against drug traffickers, pushers and ushers to abate the drug problem in the province; 2) Certain problems were observed and identified by the groups of respondents particularly on the inability of the police station to make an agreement with regional and international entities, lack of coordination with local government units for logistical assistance in the conduct of anti-illegal drug program, lack of coordination with concerned government agencies in synchronizing and harmonizing actions on drug traffickers in the province of Batangas, obscuring of best practices from other law enforcement units, LGUs, NGOs and the community impedes the reduction of demand and supply of illegal drugs and limited competent trainers that hampers the conduct of anti-drug trainings and symposia. The above mentioned problems affect the overall level of effectiveness of the anti-illegal drug program of local police station in Batangas Province. Among these were community cooperation efforts where more people are needed to abate the flow of trafficking of illegal drugs in the province and the allocation of enough budget in the anti-illegal drug campaign and for training development among BPPO personnel is a must to increase the efficiency and effectiveness of the group to lessen drug related cases in the province; 4) With significant differences in the assessments of the PNP personnel, Local Government Officials and Barangay Public Safety Officers on the level of effectiveness of the anti-illegal drugs problem, there is a need for the group to develop a new systematic approach to abate drug related cases in Batangas to ensure that they are responsive in dealing with the drug problem in Batangas Province; and 5) Further research work must be conducted on the police investigation dilemma and their possible solutions in order to fully validate the findings of this study in the other research abroad.
