Abstract
As the Philippines endeavor to become a drug-free country, a whole-of-nation approach alongside government interventions in partnership with non-government agencies and private partners move forward to an interplay of roles ad functions aimed at boosting drug resilience in all sectors of society. A chunk of the anti-illegal drug campaign, the rehabilitation and subsequent reintegration of drug surrenderees fall on the shoulders of the Philippine National Police, Local Government Units, the protective Services Sector and community stakeholders including the drug surrenderees themselves.
The Recovery and Wellness Program (RWP) of the Philippine National Police is utilized by the Philippine government or the treatment of drug addiction as it provides individual and family program, community care intervention, health and psycho-education, psychological, social, and spiritual support services. The program has been in its implementation for a number of years yet no in-depth study about its execution and effectiveness exists. This study thus, determined the level of implementation and effectiveness of the PNP RWP program in the province of Samar.
The research utilized a descriptive-quantitative approach with the province of Samar and its 2 cities and 24 municipalities as the locale of the study. Survey questionnaire as research instrument along with guided interviews, the research revealed that the components of the PNP RWP were implemented to a very satisfactory level and proves to include the Recovery and Wellness program. In general, the PNP RWP program in the Province of Samar was implemented and effective to a great extent which implies that it was well-managed and has very high effectiveness attributed to the cooperation of the Philippine National Police, the implementation of the PNP Recovery and Wellness Program, and the varying degrees of option and perspectives of the program from among community stakeholders, program implementers, and program beneficiaries.
