THE ANTI-ILLEGAL DRUGS CAMPAIGN OF THE PAMPANGA POLICE PROVINCIAL OFFICE: BASIS FOR PROGRAM ENHANCEMENT

Abstract
The study aimed to assess the anti-illegal drug campaign of Pampanga Police
Provincial Office, basis for program enhancement in terms of police operations,
community involvement, information dissemination and inter-agency collaboration.
Likewise, it also includes the problems encountered that affect the anti-illegal drug
campaign of Pampanga Police Provincial Office, and measures can be proposed to
address the problems encountered that affect the anti-illegal drug campaign of
Pampanga Police Provincial Office relative to the afore-cited variables. Further, it also
determined the significant difference in the assessment of the three (3) groups of
respondents on the anti-illegal drug campaign of PPPO, problems encountered and the
corresponding measures in relation to the aforementioned variables. The study made
used of 337 composing of three groups of respondents namely: Pampanga Police
Provincial Office personnel with (179 respondents, 79 Local Barangay Officials and 79
community sectors. The survey instruments and the interview guide were used in
gathering the needed data. Also, it includes percentage, average weighted mean, f-test
as statistical tools. The study was conducted in the province of Pampanga.
The following are the findings of the study: the anti-illegal drugs campaign of the
PPPO is effective with an overall AWM of 3.53 in terns of police operations, community
involvement, information dissemination and inter-agency collaboration; the perceived
problems encountered that affect the effectiveness of the anti-illegal drug campaign
Pampanga PPO obtained an overall AWM of 4.01 with a verbal interpretation of serious
problem in terms of police operations, community involvement, information
dissemination and inter-agency collaboration; on the proposed measures a highly
recommended mean was obtained to address the perceived problems encountered by
the PPPO with an overall AWM of 4.30 as to police operations, community involvement,
information dissemination and inter-agency collaboration.
Based on the findings of the study, the following conclusions were drawn: the
anti-illegal drugs campaign were assessed to be effective in combating the proliferation
and abuse of illegal drugs in the province of Pampanga; the problems encountered by
Pampanga Police Provincial Office in the implementation of its anti-illegal drugs
campaign due to the laxity in the conduct of checkpoints and chokepoints,
unaccustomed working relationship of the police with other supporting groups,
insufficiency of trained personnel to conduct seminars that hampers the anti-illegal
drugs awareness program of the PPPO; the measures needed to address the problems
encountered by the Office on the anti-illegal drugs campaign were assessed by the
respondents as Highly Recommended; there is a significant difference on the
assessment of the police implementers, LGOs and community sectors as to the
effectiveness of the anti-illegal drugs campaign of the PPPO and the problems
encountered, thus, the hypothesis was rejected. The marked variation in the
assessments of the three (3) groups of respondents is most evident on the assessment
made by the community sectors; a proposed action plan should be prepared to enhance
the effectiveness of the anti-illegal drugs campaign of the Pampanga Police Provincial
Office basis for program enhancement.
In the light of the findings and conclusions, the recommendations are as follows:
enhancement of the anti-illegal drugs campaign of Pampanga Police Provincial Office in
the province of Pampanga to effectively respond in the drive against anti-illegal drug
campaign strategies through the conduct of seminar or training; considering the
prevalence of illegal drugs activities in the province of Pampanga, the Pampanga Police
Provincial Office must be revitalize its anti-illegal drug campaign so as to address the
prevailing threat situation in the province and at the same time police officers in the
street must undergo appropriate training expertise to handle such function and prevent
the occurrence of drug related crimes in the province of Pampanga; show dedication
and commitment in the implementation of anti-illegal drugs campaign and that the
Higher Headquarters must provide sufficient funds to sustain the campaign of the PPPO
in respond to calls for police assistance in dealing with the drug problem in the province
of Pampanga. The Office must work hand in hand with other law enforcers agencies,
LGOs and NGOs in the common pursuit of addressing illegal drugs activities in the
province, with significant differences in the assessments of the three groups of
respondents on the level of effectiveness of the anti-illegal drugs campaign, there is a
need to develop a new systematic approach to abate the continuous rise of illegal drugs
to ensure that they are responsive in abating the continuous proliferation of illegal drugs
in the province of Pampanga; in the light of the findings and conclusion of the study, the
researcher strongly recommends the adoption of the proposed action plan to enhance
the anti-illegal drug campaign of PPPO as basis for program enhancement.
