Abstract
This research assesses the efficiency and community best practices scholarship program "Iskolar ni Tsip" in Mandaue Police station, Mandaue City during the calendar year 2024 as basis for a sustainable Action Plan. This study is composed of one hundred forty-four (144) total respondents. The researcher employed descriptive design using the quantitative and qualitative approach in this research study. This frequency distribution research makes use of quantitative and qualitative approach. This study employed researcher - adapted instruments. There are two (2) instruments utilized in this research, namely: 1.) The first instrument is the Iskolar ni Tsip best practices in the community service in terms of Helping students with school tuition fees and supplies, Fostering the value of respect and social solidarity and nurturing law-abiding citizenry. 2.) The second one is the interview guide as to the level of PNP community services utilized in the Community and Service Oriented Policing (CSOP). As illustrated, the spiritual and values formation activities facilitated by the PNP were rated Very High. When it comes to the educational and skills training programs highlights, that all aspects of educational and skills training programs under CSOP were perceived with a Very High level of implementation. The dietary service component also received a Very High rating. Legal literacy efforts through weekly symposiums were consistently rated Very High. As to the level of Iskolar ni Tsip best practices in the community service, the data illustrates that the Iskolar ni Tsip program's efforts in supporting students through tuition coverage and related financial aid were perceived with a High level of effectiveness. The issues and concerns encountered by the police officers in the implementation of the Iskolar ni Tsip program illustrates that, the overall challenges faced by police officers in the implementation of the Iskolar ni Tsip program were Somewhat Manifested. On the issues and concerns like lack of trust and hesitation of the parents and scholars are moderately manifested. There is a correlation between the community service best practices scholarship program and selected community learner's involvement in their locality. In the light of the findings, it is recommended that the output of the study would be implemented.
