THE SKILLS DEVELOPMENT PROGRAM FOR CADETS OF THE PHILIPPINE NATIONAL POLICE ACADEMY: AN IN-DEPTH ANALYSIS

Abstract
This study sought to enhance and improve the current Skills Development Program (SP) for cadets of the Philippine National Police Academy (PNPA) by doing an in-depth analysis using descriptive qualitative method of research through the triangulation process of document analysis, focus group discussion (FGD), and key informant interview (KII).
Document analysis involved gathering and analyzing relevant documents on training under the Skills Development Program, such as; SDP curriculum, program of instruction, training guidelines, etc. Randomly selected graduates of PNPA, assigned in the Philippine National Police (PNP), Bureau of Fire Protection (BFP) and Bureau of Jail Management and Penology (BJMP) also known as the Tri-bureaus, that belong to classes 2007 to 2017 were the subject of the FGD. KII was also conducted to selected key personnel of the Tri-bureaus as well as the Commandant of Cadets, Dean of Academics and Tactical Officers of PNPA.
The researchers have propounded three problem statements that were answered in this study, such as: What is the current status of courses in the SDP of the PNPA in terms of; Program of Instruction (POI), Content, Faculty, Teaching Methodology, and Relevance to Current Reality?; What are the problems encountered in the existing courses offered at the SDP of the PNPA as regards the following: Program of Instruction (POI), Content, Faculty. Teaching Methodology, and Relevance to Current Reality?; and What solutions and action plan may be proposed to solve the problems encountered in the conduct of the existing Skills Development Program of the PNPA?
The study adapted the ADDIE (Assess, Design, Develop, Implement, model that was used as conceptual framework while the Evaluate) model that was used as conceptual framework while the framework of analysis used was the IPOO (Input, Process, Output, Outcome). Through the use of ADDIE, the researchers determined what needed to be enhanced and improved in the SDP, whereas the IPOO led the researchers to the desired output, the much needed Standard Learning Packages (SLPs).
In Chapter 5, the researchers provided recommendations based on the findings, analysis of data and conclusions, such as; to standardize the SDP, to create and use POIs that are aligned with the standards of the PNP, to craft SLPs for courses in the SDP, for the Regional Special Training Unit 4A (RSTU 4A) to facilitate and manage the conduct of training for courses under the SDP, by PNPA closely coordinating with the PNP through Directorate for Human Resource and Doctrine Development (DHRDD) and PNP Training Service (PNPTS), and to provide the necessary financial and logistical training requirements.
As mentioned, the researchers have recommended the crafting of SLPs for the courses in the SDP. Relatedly, this was chosen by the researchers to be their Action Plan and Project (APP). The crafting of SLPs was also one of the projected outputs in the framework of analysis. The APP was articulated in the Plan Matrix in Table 12.
