Abstract
This study assessed the effectiveness of the Police Community Relations Program in the province of Pangasinan and sought to identify and sought to identify the factors that affect such as basis for a proposed plan of action for a more effective Police Community Relations in the province of Pangasinan.
It used the descriptive method of research with a questionnaire as the main data – gathering tool, supplemented by documentary analysis and some interviews. The locale of this study was the Pangasinan Police Provincial Office, specifically the Police Community Relations Program being implemented by the 44 municipalities and 4 cities in the province of Pangasinan. The sources of data in this study were the five hundred eighty one respondents composed of PNP-PCR Personnel, the LGUs, the NGOs and the Community Samples. The data was treated statistically by frequency, percentage, average weighted mean and T-test for the significant difference of the perceptions of the PCR Personnel and the community in the effectiveness of the PCRP.
It was found out that the demographic profile of respondents are majority in the age range of 30 to 49, females and married. As to the professional profile, majority were of Bachelor’s degree holders.
In terms of the category, length of service and relevant in service training, only the PNP-PCR Personnel were the respondents. It was found out that the most of the respondents have rendered service from 23-29 years that most of them have attended only the seminar on communications and community work and the PCR Personnel were mostly Police Commission Officers.
In terms of the PCR Accomplishments for the period 2005 and 2006 covering the two areas of concerns the SAMBAYAN and SANTINIG were implemented and considered contributory to the peace and order situation in the province of Pangasinan which is described as generally stable and manageable.
In terms of the effectiveness of the PCRP as perceived by the PNP-PCR themselves, the over-all average weighted mean was 4.20 which is described as “EFFECTIVE”.
In terms of effectiveness of the PCRP as perceived by the Community Samples, the overall average weighted mean was 3.58 and was described as also “EFFECTIVE”.
In terms of the impact of the PCR Program in on peace and order, the province of Pangasinan is generally peaceful and the crime situations were manageable.
The proposed plan of action is to improve the effectiveness of the Police Community Relations Program in the province of Pangasinan. It was focused on the two areas of concerns the SAMBAYAN and the SANTINIG which are the Organizational and Communication Plans of the PNP for Community Relations.
Conclusions were drawn that majority of the respondents in this study were females, married and at the age ranging 30 to 49 years old. That the professional profile, majority are Bachelor’s degree holders. That the PNP-PCR Personnel were mostly PCOs, with mostly length of service of 23-29 years in the service and that most of them have finished in-services training relative to the Community Relations Program.
That there is no significant differences in the perceived effectiveness of the Police Community Relations Program by the PCR Personnel and the Community. The proposed action plan can improve the effectiveness of the program.
It is therefore recommended that since the proposed action plan is anchored in the findings of this study the concerned PNP authorities should implement the prepared plan of actions to improve the effectiveness of the Police Community Relations Program.
