Abstract
This Capstone Paper delved into the implementation of Project Drumbeat of La Union Police Provincial Office through the utilization of an official FB page where information and announcements are shared to the general public. The perceived effectiveness of Project Drumbeat was assessed and several sectors were tapped to participate in the study and answer the survey questionnaires. Likewise, key informant interviews and focus groups discussions were conducted to gather qualitative data. The different issues and challenges emanating from the implementation of the said project were also identified.
Results of the data gathering revealed that all variables are deemed effective. Among the four variables included in the study, the “media” component got the highest evaluation in terms of effectiveness. On the other hand, the “content” component got the lowest mean score. This suggests the need to enhance the implementation of Project Drumbeat and the emphasis shall be on the content of the postings in the official FB page. Furthermore, issues and challenges in the implementation of this project are multifaceted and includes the following: (a) the challenge of strictly screen postings and/or communications; (b) the need for the enhancement of guidelines and policies in the social media communications in line with the emerging issues and problems; (c) challenges associated with internet connectivity and the increased use of more engaging social media platforms; and (d) the limited dissemination of information across age groups.
The study was deemed relevant and specific recommendations were crafted in line with the findings. The recommendations are as follows: (i) multi-content, appropriateness of information, and the capability of the post to gain the attention of the social media users; (ii) automatic review/evaluation of the success of the Commination Plan of La Union PPO through the collection of both quantitative and qualitative data; (iii) evaluation of other social media platforms as a tool for dissemination information and sharing updates to the public; and (iv) use of interactive and appropriate media/graphics that would appeal to the majority of the residents.
