THE GENERAL OPERATIONAL GUIDELINES FOR POLICE INTELLIGENCE IN THE PROVINCE OF ILOILO: AN ASSESSEMENT

Abstract
This study was conducted to assess the existing salient provisions of the Chief of Police Manual specifically the General Operational Guidelines for Police Intelligence. This is to determine whether there is a need for revision as to its substance and form, cohesion, suitability, applicability and practicability as regards to the administration and management of a Police station. As initially observed and based on the expertise of the researcher, there were some provisions specifically in the General Operational Guidelines for Police Intelligence that were lacking in substance, cohesion, suitability and were too complex for the level of understanding of the target end users. This in turn renders the manual ineffective and deprives the community of an efficient and effective police service. The study was conducted in the Province of Iloilo and utilized 343 Police Officers as respondents, distributed as 240 from the Iloilo Provincial Office, and 103 from Iloilo City Police Office. A large number of the respondents were male, college graduates and married as their civil status. Majority also of them belonged to the middle age bracket 26-35. The study was anchored on the Systems theory as espoused by Stern (2004) who stated that any organization may be likened to a system comprising of many parts. For the system to operate effectively and efficiently, all parts should work properly in accordance with the purposes for which said system are intended for. As appropriate in this study, the questioned provision of the manual calls for an immediate and full attention so that the Police Stations will function properly and smoothly. An interview was likewise conducted to reinforce the findings in the survey. Statistical treatments of data used were percentage and mean. In the determination of variances ANOVA was used aided by Windows Excel. The result of the survey were collated, interpreted and correlated with initial findings gathered using existing provisions, studies, literatures and other documents relative to incident monitoring and management.
The study specifically addressed the following problems and subproblems: 1. How do the respondents assess the provisions of the Chiefs of Police Manual specifically the General Operational Guidelines for Police Intelligence in terms of: 1.1 the Types of Information to be collected; 1.2 Improving the quality and use of information and 1.3 Privacy and security considerations. 2. Is there a significant difference in the recommendation of the identified groups of respondents on the relevance of the General Operational Guidelines for Police Intelligence in terms of: 2.1 Types of Information to be collected; 2.2 Improving the quality and use of Information; and 2.3 Privacy security considerations. 3. What are the changes that can be proposed to the Chiefs of Police Manual specifically the General Operational Guidelines for Police Intelligence in terms of the: 3.1 Types of information to be collected; 3.2 Improving the quality and use of information and; 3.3 Privacy and security considerations. 4. Is there a significant difference in the assessment of the groups of respondents on the changes that can be proposed on the Chiefs of Police Manual specifically the General Operational Guidelines for Police Intelligence in the Province of Iloilo relative to: 4.1 types of information to be collected, 4.2 Improving the quality and use of information and 4.3 Privacy and security consideration. 5. What manual revisions can be deduced from the findings of the study.
The findings of the study revealed that the respondents’ assessment on the relevance of the existing provisions of the manual showed both groups of respondent were unanimous in rating all the existing indicators on the 3 variables as “less relevant”. There is no significant difference in the assessment of the two groups of respondents on the relevance of the General Operational Guidelines for Police Intelligence in terms the Types of Information to be collected; Improving the quality and use of information; and Privacy and security considerations.
On the respondents’ recommendation of the proposed changes to the provision of the manual, the two groups of respondent were unanimous in rating all the indicators on the 3 variables as “highly recommended”. There is no significant difference in the recommendation of the two groups of respondents on proposed changes to the proposed changes to the provision of the Chief of Police Manual specifically the General Operations Guidelines for Police Intelligence in terms of the Types of Information to be collected; Improving the quality and use of information; and Privacy and security considerations. The existing provisions subject of this study and found by the author to be vague, complex, irrelevant, lacking in substance and not suited to the end users were reinforced by the findings of this study especially on the results of the interview and focused group discussion conducted.
