Abstract
The existing test and evaluation procedure for the PNP multi-trunked radio
system and other similar equipment is existed for many years already. Evaluation
procedures remain status quo and foregoing provisions stipulated in the manual is
obsolete. To ensure relevancy, appropriate and updated procedure in validating and
testing the PNP multi-trunked radio system and other similar equipment, the study was
conducted to assess the existing test and evaluation procedure for the PNP multi-
trunked radio system and other similar equipment and also recommended changes.
Specifically, the study sought to find the respondents’ assessment on the existing test
and evaluation procedure, significant difference of the groups of respondents on the
assessments of the existing test and evaluation procedure, assessment of the
respondents on the recommended changes and the significant difference on the
recommended changes on the test and evaluation procedure on PNP multi-trunked
radio system and other similar equipment.
This study utilized the descriptive method of research in order to attain the
objectives. Stratified proportional random sampling was applied in this study in order to
get the required sample size of the two groups of respondents. One hundred twenty-
four (124) PRO12 personnel twenty three (23) RCEO12 personnel were asked to
participate in the study. It was hypothesized that there is no significant difference in the
assessments of the two groups of respondents on the Existing Test and Evaluation
Procedure for Philippine National Police Condition test, Operating Range test and
Instrumentation test and there is no significant difference in the assessment of the two
groups of respondent on the changes that may be recommended to improve the
existing Test and Evaluation procedure for the Philippine National Police Multi-Trunked
Radio System and other similar equipment relative Adverse Condition test, Operating
Range test and Instrumentation test. Data were generated from primary and secondary
sources and thorough the conduct of a survey, using a structured questionnaire and
interview using the interview guide.
Results revealed that receiver sensitivity test was rated in the highest level by the
two groups of respondents. There was no significant difference on the adverse condition
test, operating range test, RF power output and receiver sensitivity as perceived
between the two groups of respondents.
Furthermore, the recommended changes on the test and evaluation procedure
for PNP multi-trunked radio system and other similar equipment are highly accepted
and reliable. It also revealed that there is significant difference on the assessment of the

two groups of respondents on the adverse condition test, operating range test and RF
power output.
In line with the findings of the study the following conclusions are: changes are
considered to have an effective and well-defined procedure to test and evaluate the
multi-trunked radio system. To reach the objectives of the government relevant and
appropriate test and evaluation procedures for PNP multi-trunked radio system and
other similar equipment is important.
