Abstract
The responsibility to protect civilian populations against terrorist threat incidents is mainly a national state competence, however, the Philippine National Police Chemical, Biological, Radiological and Nuclear Group plays an important role in enhancing the security of high-risk CBRN materials and facilities, developing high-risk CBRN materials and risk-based approaches to security and the identification of good practices concerning security of high-risk chemical facilities. The study is conducted based on the Anti-Terrorism Act in the Philippines, the need for coordinated action to prevent, detect, prepare and respond to CBRN incidents and make sure new systems and technologies are put in place to deal with all hazard CBRN threats to society and critical national infrastructure. With the aim to institutionalize the PNP CBRN Group using the McKinsey 7S Model, the changes include addressing the system approach to improve capabilities, personal and professional development; external organization design to improve cross-jurisdictional operating environment; and agency support to provide additional CBRN personnel expertise to aid in managing complexity. If the recommendations herein are adopted, the PNP CBRN Group will substantially be enhanced and the capability level in response to CBRN incidents greatly improved.
