Abstract
This study aims to assess the capability of the Philippine National Police- Anti Cybercrime Group (PNP ACG) in combatting cybercrimes by examining its personnel, equipment, and training capabilities. To enrich this research, the research conducted a review of related literature on existing foreign and local researches related to cybersecurity as well as relevant international and local laws.

The objectives of the research are: (1) to understand and examine the role of Philippine National Police in addressing cybercrimes; (2) to assess the capability of PNP ACG to combat cybercrimes; and (3) to identify policy alternative that will ensure effectiveness and responsiveness of PNP in addressing cybercrimes and other cyber threats.

The Conceptual Framework for this study was adopted from the conceptual framework for capacity assessments that focuses on capacity “assets” and capacity “needs by Mirzoev, et al. The framework was adopted to help assess the capability of PNPP-ACG in terms of its current capacity and capacity needs. The assessment revolves around three capacity requirements, namely, personnel, equipment and strategy.

The methodology used in the research is qualitative approach, using combination of document reviews, key informant interviews and focus group discussion as data gathering tools.

The key results of the study are: (a) the number of cybercrimes is increasing and emerging; (b) the PNP ACG requires more personnel; (c) the equipment of PNP ACG is lacking and are not up to date; (d) the PNP ACG personnel undergo standard and specialized Anti-Cybercrime Trainings, however, more trainings are needed to update the skills, knowledge and technical know-how of the personnel; and (e) the PNP ACG has better capabilities in combatting cybercrimes.

Acquire the ISO 27001 Certification is the preferred policy in the recommendations to enhance the information security management system of the PNP ACG and, consequentially, enhance its capability to combat cybercrimes.
