Abstract
The enactment of Republic Act No. 9184 also known as the “Government Procurement Reform Act” in 2003 has consolidated over 100 procurement rules and regulations which introduced the reforms that provided uniform applicability of the law confusion caused by fragmented legal system.
The PNP adheres to RA 9184 to ensure that it earns the citizen’s trust by being honest, reliable, and accountable in all its procurement transaction. With the ongoing annual procurement amounting the Php2 Billion a year, the PNP’s procurement organizations need to strengthen its capacity to conduct yearly procurement in an timely and efficient.
One of the challenges facing PNP procurement is the competency of the personnel involved in procurement. PNP outsourced to the Procurement Service of the Department of Budget and Management (PS-DBM) and the Philippines International Trading Corporation (PITC) of the Department of Trade and Industry (DTI) to undertake several of its capacity to undertake procurement for bolstering their capability as the primary law enforcement unit of the country. It is the aim of this study to look the viability of establishing the PNP Procurement Service or come up with proposed policy to strengthen PNP procurement system.
