DEVELOPING A MULTI-SECTORAL PORT SECURITY IN COMBATING VIOLENT EXTREMISM AT BATANGAS PORT, BATANGAS CITY: A PROPOSAL

Abstract
The study provides a concept of developing a multi-sectoral port security program that is tailored to address the possible attack on transportation hub, particularly In the port. Transport security is essential to improving regional infrastructure and is a vital enabler of trade and industry. Poor security can expose ports to security risks and threats where there may not be the capacity to prevent or respond to terrorist attack.
The respondents of the study were personnel of Highway Patrol Group (HPG), Philippine Coast Guard (PCG) Bureau of Customs (BOC), PNP Maritime Group, Philippine Port Authority (PPA)and Batangas City Police Station (BCPS), and from the community members, the passengers and vehicle owners totaling to 268 respondents.
From the data gathered in the course of the research, based on the problems presented, the author arrived at the following conclusions: a) The port of Batangas needs to improve the regulation of entry to, exit from, and movement of persons and vehicle within the port. b) The implementation of the provisions of MOA between PCG and LTO regarding vehicle inspection within the port is found to be ineffective. The MOA is not anymore being implemented by the LTO because the PCGs function of vehicle inspection have been delegated by PPA to private security provider, the Asian Terminal Incorporated. c) There is a problem on the maintenance of peace and order inside the port. Port security measures in cargoes of export and import transaction affect the economic transaction at the port. d) There is no implementation of the provision of Section 13, RA 10883, requiring clearance for shipment of motor vehicles, , engine blocks, chassis or body of all motor vehicles being boarded on the (Ro-Ro off), ferry, boat vessel or ship for interisland and international shipment, e) The utilization of PNP e-Projects (e-Blotter, e-Warrant and e-Rouges) to verify the identity of the suspicious persons embarking and disembarking at the port area enhances the capability of the PNP insecuring Batangas Port.
Based on the conclusions of the study, researchers hope that the following recommendations will be addressed by proper authorities: a) The deployment of HPG and Batangas CPS inside the Port of Batangas City. HPG shall impose Vehicle Shipment Clearance System while Batangas CPS must establish Police Assistance Center (PAC Base), with trained personnel in e-Projects and Tourist police (TOPCOP). The current security procedures in the port of Batangas will improve if HPG and Batangas CPS will be deployed inside the port utilizing their expertise, trainings, database and technological capabilities Batangas CPS’ PNP e-Projects (e-Blotter, e-Warrant, e-Rouges) will be used as tools to effectively detect and monitor the movement of suspicious personalities, escapees, wanted persons and terrorist. b) Formulation of an action plan that would fast track the approval of implementing Rules and Regulations of RA 10883 as the basis for the impletation of Vehicle Shipment Clearance System by the PNP. This can be presented and put in priority aganeda during the regular National Law Enforcement Coordinating Committee (NALECC) meeting. For the PNP-HPG a position paper with attached of IRR may be submitted to Center for Police Strategy management (CPSM) and subsequent endorsement to the Chief, PNP. c) Establishment of “One-Stop-Shop” Center inside the port area of Batangas for the development of multi-sectoral port security. The deployment of Highway Patrol group and Batangas City Police Station is recommended inside the port. d) Recommendation of the automation, using Biometrics system of the passenger’s dat, embarking (Manifesto) and disbarking in the Port of Batangas to enhance identity check management and verification capabilities to detect and monitor movement of suspicious personalities in the Port of Batangas and e) Philippine Port Authority (PPA) must compel the security provider, Asian Termminal Incorporated , to procure the desired number of CCTV system in the port to improve the current security system employed in the Batangas Port, Batangas City.
