ENSURING SAFE TRANSPORTATION OF HAZARDOUS MATERIALS (HAZMAT) IN BATANGAS CITY: IMPLICATIONS TO PUBLIC SAFETY AND SECURITY

Abstract
The purpose of the study was to assess the Safe Transportation of Hazardous Materials in Batangas City, its implications to Public Safety and Security. It also aims to evaluate the profiling of different HAZMAT Transporters in Batangas City in terms of knowing the companies engage in HAZMAT transport, the type and nature of materials they are transporting, their adherence to legal requirements, the profile of drivers and handlers, and how to monitor these HAZMATs transporters. Likewise, this research is also geared towards identifying on whether the public or the local community in Batangas City is made aware of HAZMAT hauling activities as well as to gauge the readiness of both the BFP and the community with regards to HAZMAT Emergency.
The respondents of this study are twenty-six (26) BFP Batangas City Fire Station Personnel and sixty nine (69) Community Responders. To further deepen the level of information gathering on this particular study, the researcher utilized focus group discussion and key informant interview among the different stakeholders in the City.
A survey questionnaire, which was the main data gathering instrument used in the study was distributed to the ninety five (95) total respondents.
On the basis of the result of this research, it reveals that almost the two groups of respondents have the same point of view with regards to their awareness that HAZMAT Transportation becomes frequent in Batangas City on a day-to-day basis. The same perspective based on their records was revealed by different agencies and entities, stating that there was a noticeable increase in the hauling activities on HAZMATs these past few years.
In the analysis of having the appropriate knowledge and training on Emergency Procedures on HAZMATs Emergencies, the two groups of respondents assessed that there is really a need to conduct an orientation program and a training proper with regards to the Safety on HAZMATs, an awareness level of training for the community and an extensive operational level on HAZMAT incidents for the responders.
The same is true with the significant relationship on the readiness of the community and responders with the availability of equipment intended during HAZMAT incidents, wherein the respondents admitted that they lack the necessary tools and equipment which at the present needs to be addressed due to the prevalent hauling of HAZMATs that most likely or not another related emergency might as well need the use of the same.
From this perspective, the researcher discerned that the Barangays/ Community, Industrial Companies and the Bureau of Fire Protection need to come up with a definite action plan that would subscribe to address the threat to lives, properties and environment of transporting HAZMATs.
Further, the BFP and other Government Agencies should adopt a pro-active measures in ensuring safe transportation of HAZMAT which ensure Public Safety and Security, such as unified HAZMAT Transportation Monitoring System, a regular HAZMAT Awareness Level Training for Community Responders, an intensified inter-agency monitoring on safe HAZMAT transport, massive information campaign to the community and the integration of the policies and programs to the existing policy making bodies and regulating Government Agencies such as the Batangas City Toxic and Hazardous Substances (THS) Multi-Sectoral Management Board, the City Disaster Risk Reduction and Management Council, the City Peace and Order Council, City Environment and Natural Resources Office, Batangas City Fire Station, Batangas City Police Office and the Land Transportation Office respectively by virtue of the Laws and Local Ordinance were its existence and authority were being anchored, to mitigate pre or post disaster, prepare both the Government Responders and the Community Responders that will develop a resilient community in coping up with HAZMAT emergencies, which will usher immediate recovery and effective response to this kind of emergency situation. Wherein, Comprehensive Emergency Management Program will be formulated.
