IMPLEMENTATION OF “PULIS N’YO PO SA BARANGAY” IN TAGUIG CITY: FRAMEWORK FOR AN EFFECTIVE COMMUNITY PEACEKEEPING STRATEGY

Abstract
The Philippine National Police had developed its law enforcement policing strategies from traditional or reactive to pro-active policing strategy through the formulation of “Pulis Nyo Po sa Barangay Program” anchored on Community Oriented Policing System (COPS) and Community-and Service-Oriented Policing System (CSOPS) as it believes that peace and order is a shared responsibility of the police and the community. However, while the program’s concept is ideal, apparently its ultimate objective of community mobilization towards peacekeeping was not fully realized. For this reason, the researchers conducted a study of the Implementation of Pulis Nyo Po sa Barangay Program in Taguig City. The said area of the study was chosen considering that it is one of the highly urbanize and competitive financial district buzzing with growth and development in every corner.
The study was participated by a total of 140 respondents consists of 84 PNP personnel and 56 community members. It aimed to assess the implementation of the Pulis Nyo Po sa Barangay Program in Taguig City; identify the problems encountered during its implementation in terms of the aforesaid variables as well as the remedial measures to address the identified problems and in the end to formulate a doable and responsive action plan to better improve the implementation and effectiveness of the Pulis Nyo Po sa Barangay Program.
Specially, the study sought answers to the following research questions:
1. How do the respondents assess the implementation of “Pulis Nyo Po sa Barangay” in terms of the following?
1.1 Awareness Phase Activities
1.2 Organizational Phase Activities
1.3 Mobilization Phase Activities

2. What problems were encountered or identified during the implementation of Pulis Nyo Po sa Barangay?
3. What remedial measures may be recommended to address the problems identified?
4. Based on the findings of the study, what action plan may be proposed toimprove the implementation of the Pulis Nyo Po sa Barangay?


In order to answer the above research questions, the researchers utilized the Mix Method Research – Convergent parallel research design wherein the researchers gathered qualitative date through Interview and Focused Group Discussion as well as Quantitative data through the conduct of Survey/ Validation and combine the collected data for evaluation and analysis in order to get the best result:
The study revealed that the Pulis Nyo Po sa Barangay Program was “Moderately Implemented” in terms of Awareness phase activities and Organization phase activities while it was assessed by the respondents as “Implemented” in terms of Mobilization activities. The following problems had affected its effective implementation in terms of Awareness Phase: No continuous or irregular conduct of activities to disseminate/ cascade to both internal and external audience the concept and noble intent of Pulis Nyo Po sa Barangay Program. In terms of Organization Phase: Lack of operational funds to provide support system to the PSBS. In terms of Mobilization Phase: Lack of time on the part of PSB to carry out their duties and responsibilities because because the designated PSBSs were either being deployed and or given other tasks by their respective commanders or higher Headquarters. The respondents recommended the following remedial measures to address the identified problems in terms of Awareness Phase: regular/ continuous conduct of cascading/ seminar to both internal and external audience regarding Pulis Nyo Po sa Barangay Program, in terms of Organizational Phase: Conduct of Signing of Memorandum of Agreement between the Taguig City Police Station and barangays (LGU) regarding the Pulis Nyo Po sa Barangay Program specifying therein the obligations of both parties including the duties and reposnsibilities of the Pulis Sa Barangay (PSBs) and the provision of support system/ fund allocation/ allowance to PSB personnel such as electronic loads for mobile phone, fuel allocation and other mission essential items. In terms of Mobilization Phase: Issuance of Memorandum requiring the designated PSBs to religiously perform their functions and responsibilities as PSB and exempting all designated PSB from deployment during special events to be able for them to focus/ concentrate on their functions and responsibilities as PSB.

Based on the findings of the study, the reasearchers concluded that the program implementation of Pulis Nyo Po sa Barangay Program in Taguig City in terms of Awareness phase activities appears to be moderately implemented. The cascading of the concept and noble intention of the program audiences (internal and external) and the conduct of training to PSB personnel on how they should perform their duties as PSBs was not given much attention. It can be deduced from the foregoing that the community lacks awareness and full understanding of the concept of Pulis Nyo Po sa Barangay Program and that the designated PSPs were also somewhat incompetent due to lack of proper knowledge about their job. Consequently, the objective of establishing community partnership in community peacekeeping was not completely achieved.

In terms of Organizational Phase, the designated PSBs in every Barangay were not covered by official mission. As a result, Taguig City Police Station loses its hold to the operation of PSB which eventually lead to its deceleration. Likewise , the absence of established feedback mechanism makes it difficult for the for the Taguig CPS to monitor its implementation and evaluate its impact. At the end, needed measures were not being undertaken.

In Mobilization aspect, although the activities given were assessed by the respondents as implemented there is so much number of workloads other than the PSB duties that hampers their deployment and disposition efficiency. Lack of time on the part of the designated PSBs to perform their duties (as such) causes the designated PSBs to fall short on their accomplishment. It also give an impression to the community that the Pulis Nyo Po sa Barangay Program is not the priority peacekeeping project of the PNP/local police hence, the support and cooperation of the community will gradually fizzle out.

Based on the foregoing findings and conclusions, the researchers recommended the following actions to improve the implementation and hence the effectiveness of the Pulis Nyo Po sa Barangay Program in Taguig City.

In terms of Awarenessphase, enhance the program Awareness Mechanism and Develop the level of Awareness of PNP personnel and the community regarding the Pulis Nyo Po sa Barangay Program Concept as community peacekeeping strategy through inclusion of the number of targets and actual accomplishments on awareness seminar regarding Pulis Nyo Po sa Barangay Program in the Unit Scorecard and Unit Performance Evaluation Rating (UPER) of all Police Community Precincts in Taguig City AOR to make sure that the personnel on the ground will regularly conduct awareness and lecture regarding the Pulis nyo po sa Barangay program.

In terms of Organizational phase, obtain the unconditional commitment and support of the LGUs/ Brangays in Taguig City, vis-à-vis the implementation Pulis Nyo Po sa Barangay Program by the formal adoption of Pulis Nyo Po sa Barangay Program as the Community Peacekeeping Strategy by all the barangays in Taguig City through the passing/ issuance of Resolution specifying therein the provision of operational support to the program and institutionalized the establishment of feedback mechanism to effectively monitor and assess the implementation and impact of the program through the crafting and issuance of Letter Order creating “Pulis Nyo Po sa Barangay Program Assessment and Evaluation Committee” composed of PNP (ACOPO, Chief PCR Section, Chief Intelligence Section, Chief Investigation Section, Chief Operations Section and Chief Admin Section).

In terms of Mobilization phase, ensure that all the designated PSB can focus on their job effectively handle their assigned duties and responsibilities through the issuance of memorandum exempting all designated PSB from deployment during special events to be able for them to focus/ concentrate on their functions and responsibilities as PSB.
In addition, the researchers also recommends the adoption of the herein proposed action plan entitled “Improving the Implementation Of Pulis Nyo Po sa Barangay Program in Taguig City towards an effective Community-based Peacekeeping Strategy” by Taguig City Police Station and Crafting and issuance of implementation Plan (IMPLAN) by Taguig City Police Station to set forth/ provide guidelines to be followed by PNP units in Taguig City Police Station in the strict and proper implementation of the aforementioned proposed Action Plan.
Having a well implemented, effective, responsive and sustainable community based peacekeeping program coupled by active support and participation of community members is essential to solve the problems and in attaining peace and order which will greatly contribute to the continuing growth and progress of the city and our country as a whole.
