Abstract
The study determined the extent of police communication practices on on-scene
interventions in Quezon City in the aspect of authorities and facilitative, as well as the
degree of seriousness on the problems encountered by the respondents are the
corresponding proposed measures to address the problems encountered by the
respondents on police communication on on-scene intervention in Quezon City.
The sources of data were the police officers in the Quezon City Police District nd
barangay tanods/population in the area jurisdiction of Station 6 Batasan Quezon City.
The respondents of the study were chosen through random sampling. Before the start
of the survey, appropriate permission and endorsement was obtained to formalize the
request for accommodation and support from the Director, Quezon City Police District
for the conduct of the survey. The quantitative data obtained through the conduct of the
survey was analyzed and evaluated using the following statistical data: percentage
technique, average weighted mean through the use of the Five-Point Likert Scale and
the F-Test to determine the significant differences among the groups of respondents.
As depicted in the data gathering, the following were the findings of the study. 1)
On police communication on on-scene intervention in Quezon City an average weighted
mean of 3.65 was obtained in the aspect of authoritative and an average weighted
mean of 3.65 was obtained in terms of facilitative, posting a grand mean of 3.65
equivalent to evident; 2) As to the degree of seriousness on the problems encountered
by the respondents on police communication on on-scene intervention in Quezon City a
serious mean of 3.93 was obtained in the aspect of facilitative and 3.75 serious mean
on the aspect of authoritative; 3) On the proposed measures to address the problems
encountered by the respondents a highly recommended mean of 4.28 was obtained in
terms of facilitative and an average overall mean of 4.22 was obtained in the aspect of
authoritative which correspond to a verbal interpretation of highly recommended; 4)
Using the F-test, the null hypothesis rejected accepted since the Computed F-Ratio of
4.22 is higher than the Critical F-Value of 3.05. This shows that the police
communications on on-scene intervention in Quezon City is to be considered with
significant difference, hence the hypothesis was rejected; and 5) The proposed action
plan to enhance the police communications on on-scene intervention in Quezon City to
address the problems encountered as presented in the study contains possible
measures to enhance police officers to be more adept in their communication skills.

In the light of the foregoing findings, the following conclusions were drawn: 1)
Based on the assessment of the police officers and barangay tanod/population on the
level of effectiveness on police communication on on-scene intervention in Quezon City
was concluded that there were some lapses as noted by the respondents; 2) Certain
problems were observed and identified by the groups of respondents classified as Very
Serious; 3) Proposed measures were offered to improve and enhance police
communication on on-scene intervention in Quezon City; 4) Significant differences
were noted on how the two (2) groups of respondents assessed the police
communication on on-scene intervention in Quezon City in the aspect of authoritative
and facilitative, hence, the hypothesis is rejected; and 5) The proposed measures to
address the problems must be taken into consideration and adopted to correct the
lapses on police communication on on-scene intervention.
Based on the conclusion drawn from the findings of the study, the following
recommendations are henceforth submitted: 1) An overview of the operating
procedures as mandated by the existing rules and regulations of the PNP on on-scene
intervention in Quezon City should be undertaken to identify and detect the factors
affecting police communication techniques on actual on-scene intervention; 2) All
prevailing problems noted by the group of respondents should be given focus and
priority as they affect the overall level of performance of the QCPD in providing the
proper procedure or technique with the actual on-scene intervention; 3) The proposed
remedial measures offered were noted to improve police communication practices on
on-scene intervention in Quezon City establishing proper techniques in solving conflicts;
4) With significant differences in the assessments of police officers and barangay tanod
on police communication on on-scene intervention in Quezon City, there is a need for
the group to develop a new training program for police communication that will enhance
the effectiveness of the QCPD on actual on-scene intervention and 5) In the light of the
findings and conclusion of the study, the proponent strongly recommends the adoption
of the proposed action plan towards a systematic procedures on on-scene intervention
in Quezon City.
