Abstract
The Geographic Information System-Based Crime Analysis (GIS-BCA) is one of
the more innovative police projects in PRO-Cordillera. It makes real-time analysis and
crime possible. Whether it becomes effective in the Provincial level in reducing and
solving crime is the focus of this paper. This study assessed the crime reporting and
analysis through geographic information-based management tool at the Apayao Police
Provincial Office. It assessed the problems, the corresponding measures to address
the problems encountered, and it determined the significant difference in the
assessment of the respondents on the crime reporting and analysis through the
geographic information-based management tool in Apayao Police Provincial Office.
The setting of the study was the Province of Apayao. The respondents of this study
were composed of two groups; the PNP personnel of the Apayao Police Provincial
Office, both commissioned and non-commissioned officers, and the community
members as represented by the barangay captains. The periods covered were the
years 2012, 2013 and 2014.
The respondents assessed the crime reporting and analysis through the
Geographic Information-Based Management Tool at the Apayao Police Provincial Office
as effective.
The respondents assessed the problems that affect the Geographic Information-
Based Management Tool at the Apayao Police Provincial Office as moderately serious.
The respondents assessed the proposed measures to address the problems that
affect the Geographic Information-Based Management Tool at the Apayao Police
Provincial Office, as recommended.
Based on the results of the study, the following were concluded: The police
personnel of the Apayao PPO and the community members find the use of Geographic
Information System-Based Crime Analysis as operational in Apayao PPO in keeping
updated crime statistics, in planning emergency response and in advising schools of
potential crime areas. Improvement are needed in crime data analysis, identification of
potential suspects, and identifying crime characteristics of each municipality. Problems
in crime reporting and analysis using GIS-BCA are identified in slow Internet
connectivity, delay of emergency response to crime threats, and lack of police

operational response to the community. The respondents of the study propose
personnel training on crime mapping, intelligence course, investigation proficiency,
information campaigns and anti-crime patrols to complement the effectiveness of GIS-
BCA in Apayao PPO. The respondents have same perspectives in the effectiveness of
the geographic information-based management tool, the problems encountered, and the
proposed measures to the problems, except in the problems on community integration
where the community members were more concerned on this aspect than the police
officers. An action plan has been formulated to enhance the methods of implementation
of GIS-BCA at the Apayao Police Provincial Office with program, component such as
Police Personnel Training on Basic Intelligence Course, Police Personnel Training on
Crime Mapping Strategies, and Information Plan on Crime-Prone Areas.
Based on the conclusions of the study, the following were the recommendations:
Conduct inventory of police training and select some personnel to undergo training on
Basic Intelligence Course in PRO-Cordillera or PNP, HQ to fully utilize the crime data
from Geographic Information System-Based Crime Analysis, Increase proficiency of
investigators in crime mapping strategy by sending them to seminars on Basic
Investigation Course using data from information technology sponsored by PRO-
Cordillera. Using the data from GIS-BCA, classify and update all municipalities into
crime-free, potential crime location, or crime-prone to warn the public of the places they
should and should not go. The MPS in the municipalities tagged as crime-prone may
be required to propose local anti-criminality action plans in coordination with the local
government unit. As the major problem in anti-criminality campaign using GIS-BCA was
the quick response, form police operational response teams for the community,
especially in crime-prone areas to operationalize the role of the GIS-BCA of warning the
community on potential threats. In order to maximize the effect of GIS-BCA in Apayao,
the Apayao PPO must order MPS to make information plans (through posters or
banners) warning the public on the identified dangerous areas or potential crime
locations.
