THE CRIME REPORTING SYSTEM IN THE NATIONAL CAPITAL REGION POLICE OFFICE: A FRAMEWORK FOR A STATISTICS BASED CRIME PREVENTION PLAN

Abstract
This study assessed the crime reporting system in the National Capital Region Police Office which served as a frame work for statistics based crime prevention plan in terms of manpower capability, logistics and financial support and the systems and procedure. Likewise, it also included the problems encountered by the NCRPO and the measures to address the problems encountered in the crime reporting system. The Philippine National Police (PNP) as the primary law enforcement agency in the country is charged with creating a peaceful and safe environment suitable for growth and development. Given such task, it is important for the PNP to come up with a reliable crime statistics nationwide. Correspondingly, accurate data on the number and type of crimes, offenders and target must be acquired in order to plan and develop solutions. The strategies and measures to be implemented must be base on the factual crime incidence and the real peace and order situation on the ground.
The problem of the study conducted was to evaluate the crime reporting system in the National Capital Region Police office with particular focus on the following concerns: a.) What is the demographic profile of respondents in terms of age, gender, number of years in investigative positions, investigation training, and computer literacy; b.) What is the level of effectiveness of the Crime Reporting System in the NCRPO in terms of manpower capability, logistics and financial support and systems and procedures; c.) What are the problems encountered that affect the Crime Reporting System in the NCRPO as to the aforementioned variables; d.) What measures can be proposed to address the problems encountered that affect the Crime Reporting System in the NCRPO relative to the aforementioned variables; e.) Is there a significant difference in the assessments of the three groups of respondents on the Crime Reporting System in the National Capital Region Police office, problems encountered, and the corresponding measures in relation to the abovementioned variables; and f.) What action Plan can be proposed from the findings of the study.
This study used the descriptive method of research, soliciting responses from three hundred eighteen (318) respondents which was out if the 1, 539 total personnel assigned in the investigation unit in the five districts of NCRPO namely Southern Police District (SPD), Eastern Police District (EPD), Western Police District (WPD), Northern Police District (NPD) and Quezon City Police District (QCPD). The respondents are divided into three groups of namely: 15 Police Commissioned Officers (PCO), Police Non Commissioned Officer 285 PNCO and 18 Non Uniformed Personnel (NUPs) using the Slovin formula.
The response was obtained using survey-questionnaire and personal interview of the respondents it was collated and tabulated, treated statistically through the use of the simple percentage technique. Weighted Average Mean was used for the qualitative measure for the responses on the items selected from the scale of 5 to 1, going higher points for the most and lesser points for the least. The F-Test or Analysis of Variance (ANOVA) Analysis was used to test the significant difference on the perceptions of the respondents, using the single variable analysis.
Based on the findings of the study, in terms of manpower capability, it was observed that the indicators with the lowest rating by the three respondents were similar. For the PCOs, PNCOs and NUPs, the indicator follows procedural steps in the collection, recording, consolidation and timely reporting of crime data obtained the lowest mean score. On the indicator that obtained the highest weighted mean values, the PNCO and NUP respondents groups have similar observations. They considered the indicator on Have enough working hour to record details of crime reported in their respective Police Stations with the highest weighted mean value. On the other hand, the PCO respondents considered the indicator on maintain constant coordination with other police operating units, law enforcement agencies and barangay to obtain their crime with the highest weighted mean value. Such similarity in evaluation indicated near similarity in perception despite the difference in assumed role and duties in crime reporting.
In terms of logistics and financial support, it was observed that the indicators with the lowest rating by the PNCO and NUP respondents were similar. This pertains to indicator License software and updated operating system obtained the lowest mean score. On the other hand, the PNCOs have rated the indicator adequate logistical office supplies and equipment such as blotter book, fax machines, cameras, scanner and printer with the lowest weighted mean. On the indicator that obtained the highest weighted mean values, the respondents groups have different observations, the PCOs have rated the indicator sufficient number of work stations (Computers) with internet connection for recording of crime data with the highest weighted mean score. On the other hand, the PNCO respondents rated the indicator, License software and updated operating system with a weighted mean score. The NUPs considered the indicator sufficient amount of Monthly Office Operational Expenses (MOOE) to sustain their operations with the highest weighted mean score. This perception indicates actual distribution and allocation of resources among key groups of personnel in the office one having more than the other due to the work requirement.
In terms of systems and procedures, ratings by all respondent groups were similar. Using the ranking systems and interview, the indicator, Conduct systematic gathering, compiling evaluation and reporting all information, facts and data relative to crime elements prior to the entry in the crime records obtained the lowest mean scores. On the indicator that obtained the highest weighted mean values, the respondents groups have similar observations.
Based on the findings of the study, the following conclusions were drawn: That the National Capital Region Police Office was least capable in following the procedural steps in the collection, recording, consolidation and timely reporting of crime data, these are affected by their working knowledge on LOI 02/09 UCPER, the disposition and replacement of personnel, those that are assigned in the office tasked to do crime reporting were given multitude of task affecting their focus on the primary responsibility. Hence, it can also be concluded that there is a shortage of manpower. Further based on the results of the study, NCRPO is also least capable in terms of providing licensed software and updated operating system as well as the needed logistical office supplies and equipment. The insufficiency however is complemented by the support provided by the Local Government Units to the City Police Offices around NCRPO.
In terms of system and procedure, based on the result of this study NCRPO is weak in terms of conducting systematic gathering, compiling evaluation and reporting all information, facts and data relative to crime elements prior to the entry in the crime records. Problems in meeting timelines in the submission and consolidation of reports and those related to the unclear provision in the crime counting and recording system add up to the problems that came out in the results of this study.
Properly screening personnel who will be assigned in the recording of crimes was favorably recommended to address the manpower problems affecting the Crime Reporting System in NCRPO. In terms of Logistics and Financial support the group of respondents preferred that NCRPO must ensure the programmed maintenance schedule of office equipment are followed, replacement of parts and equipment are appropriately projected to reduce equipment down time. In order to fully support the maintenance and operational requirements of crime reporting activities a request for the increase of MOOE must be reflected in the proposed budget of NCRPO. On matters affecting the counting systems and procedures it was favorably recommended that an issuance of a new office circular or revision of the LOI 02/09 UCPER to clarify the vague provision in the counting and recording system be made by NCRPO.
