Abstract
The purpose of this study is to understand or comprehend the gaps in the implementation of DILG Memorandum Circular Number 2011-005 based on the Implementation Model of Van Meter and Van Horn (1975) and the Agency Theory though the elements conceptualized in the principal-agent problem framework. The study was carried out in the form of qualitative method through content analysis, thematic lenses and categorization and was conducted at the Province of Batangas, more particularly in the City of Batangas. Two (2) focused group discussions (FGD) were conducted, one in the provincial level and the other one in the station level. Aside from the said FGDs, several key informants interviewed from Batangas City were the Building Official Permit Section Chief, Business Permit and Licensing Office Chief, DILG City Director, President of Metro Batangas Business Club and several past provincial fire marshals of Batangas province. The findings of this study showed that years after its effectivity, DILG Memorandum Circular Number 2011-005 did not reached its objective. The failure to implement the Circular can be attributed to the principal’s (DILG’s) inability to provide the necessary guidance and resources needed, lack of follow-up and monitoring and the low empowerment of the agents tasked to perform the directive enshrined in DILG Memorandum Circular Number 2011-005. The principal-agent problem on low-level of compliance and divergence can be addressed by technology using web-based database reporting system through “Cloud Computing” or “File Share” and by outsourcing the manpower complement of experts on fire safety through the employment of Fire Safety Practitioners accredited by the BFP as a force multiplier. Said fire safety practitioner shall be hired by the business establishment to conduct the required fire safety audit, report of which shall be furnished to the local fire station and provincial office of the BFP.
